Parsons is looking for an amazingly talented DLP & Snagging Professional (Saudi National) to join our team!
The DLP & Snagging Professional is responsible for the identification, coordination, tracking, and close-out of defects, snags, and Defects Liability Period (DLP) obligations across assigned assets. The role provides focused support for DLP and snagging activities, works closely with project teams, consultants, contractors, service providers and internal stakeholders, and ensures that defects are recorded, prioritised, rectified, evidenced and closed in line with contractual obligations, handover requirements, operational standards and client expectations.
This position supports asset handover, operational readiness and transition into steady-state operations by helping ensure defects do not compromise safety, compliance, maintainability, service continuity or user/guest experience.
What you'll be doing:
Support day-to-day DLP and snagging management across assigned assets, ensuring defects, incomplete works and operational readiness issues are clearly identified, logged, prioritised and progressed towards closure.
Participate in inspections, joint walkthroughs, snagging reviews, defect verification visits and close-out validation with project teams, consultants, contractors, service providers and internal operations stakeholders.
Maintain accurate defect and snag registers, ensuring each item has clear ownership, priority, target date, status, supporting evidence, escalation route and formal close-out record.
Monitor DLP obligations and contractor performance, including rectification progress, recurring defects, response times, quality of repair, warranty issues and outstanding liabilities, and escalate concerns to the DLP & Snagging Manager as required.
Support asset handover and operational readiness by reviewing handover documentation, O&M manuals, asset registers, warranties, test records, training records, permits, compliance documentation and defect close-out evidence prior to acceptance into operations.
Use CAFM/CMMS systems, snagging platforms, dashboards and reporting tools to control defect data, track progress, maintain evidence and provide accurate status reporting.
Assess defects and snags from an operational risk perspective, ensuring safety, statutory compliance, asset reliability, accessibility, maintainability, service continuity and user/guest experience impacts are understood and communicated.
Coordinate with internal stakeholders including hard services, soft services, roads, landscaping, utilities, mobility, public realm, security, events, FM service partners and project delivery teams to resolve cross-functional defects and interface issues.
Contribute to governance reviews, readiness meetings, risk reporting, contractor performance discussions, commercial challenge, CAPEX/OPEX clarification and lessons learned relating to defects, warranty and handover quality.
Provide guidance and support to junior team members and site-based resources, promoting disciplined close-out, accurate reporting, evidence-based decision making and continuous improvement in DLP and snagging management.
What required skills you'll bring:
Bachelor’s degree or equivalent qualification in Engineering, Facilities Management, Construction Management, Asset Management, Project Management, Building Services or a related discipline.
Minimum 6 years’ experience in construction completion, asset handover, DLP management, snagging, facilities management, operations readiness or O&M, including experience in a senior professional or supervisory capacity.
Demonstrable experience managing and coordinating contractors, consultants or service providers through defect identification, rectification, evidence capture, close-out governance, warranty management and SLA/KPI reporting.
Desirable experience within master-planned cities or communities, mixed-use developments, entertainment destinations, infrastructure assets, public realm environments, giga-projects or large-scale developments within Saudi Arabia, the GCC or similar markets.
DLP governance support, snagging management, defect tracking, rectification coordination and close-out control.
Asset handover, operational readiness, completion inspections, acceptance criteria and transition into steady-state operations.
Understanding of hard services, soft services, public realm, infrastructure, utilities, roads, landscaping and building services interfaces.
Contractor governance support, warranty management, SLA/KPI monitoring, inspections, audits, compliance reviews and performance reporting.
Proficiency in CAFM/CMMS systems, snagging platforms, dashboards, work order control, asset data quality, evidence management and recurring defect analysis.
Awareness of health, safety and statutory compliance, permit-to-work processes, operational risk assessment and public access risk management.
Strong stakeholder coordination skills, escalation management, meeting participation, reporting discipline and cross-functional issue resolution.
Commercial awareness, basic contract interpretation, liability tracking, cost impact understanding, lessons learned and contribution to continuous improvement.
Relevant professional or technical qualification in project handover, facilities management, asset management, quality management, health and safety, defects management or contract administration is desirable.
