Position Summary
The DDC Controls Technician operates, monitors, programs, troubleshoots, maintains, and repairs Direct Digital Control (DDC) and related facility control systems supporting the Panama City BOS contract. The position requires programmer-level working knowledge of DDC controls used with HVAC and boiler systems and is responsible for maintaining reliable system operation, minimizing breakdowns, supporting preventive maintenance, and preserving equipment useful life. The technician performs work on Government Facility-Related Control Systems (FRCS) and may require authorized access to Government IT and operational technology systems, including NAVFAC MAXIMO.
Key Responsibilities
- Operate, monitor, maintain, troubleshoot, and repair DDC systems, controllers, field devices, communications, panels, sensors, actuators, meters, interfaces, and associated HVAC and boiler control components.
- Use programmer-level knowledge to review control sequences, points, alarms, schedules, setpoints, trends, graphics, and operating logic; make authorized adjustments and programming changes required to restore or improve proper operation.
- Perform preventive maintenance in accordance with GCR's incorporated PM program, approved work schedules, manufacturer-recommended procedures, and OEM standards.
- Complete repairs within the applicable PM repair limit before closing the PM. Promptly identify and document repairs exceeding the PM limit for management notification and timely submission to the Contracting Officer.
- Monitor system performance and investigate alarms, communication failures, control instability, sensor errors, abnormal equipment operation, and occupant comfort complaints.
- Coordinate controls work with HVAC mechanics, electricians, boiler personnel, facility management, project supervision, quality control, safety, and Government representatives.
- Provide accurate monthly DDC system status updates, including deficiencies, repairs, unresolved conditions, recommended corrective actions, and material or specialty support needs.
- Create and maintain complete work documentation in the required maintenance management system, including labor, asset, location, problem, cause, remedy, parts, readings, and completion information.
- Update asset records when DDC equipment or related components are repaired, replaced, installed, modified, or otherwise affected, as required by contract procedures.
- Respond to service orders, equipment outages, urgent conditions, and assigned troubleshooting requests within contract and site response requirements.
- Protect system availability and cybersecurity by using only approved accounts, devices, media, software, connections, and access methods; immediately report suspected cybersecurity or unauthorized-access concerns.
- Follow lockout/tagout, electrical safety, ladder and fall protection, PPE, confined-space, and other applicable safety requirements. Prepare or support AHAs and pre-task planning when required.
- Maintain tools, test instruments, programming devices, technical manuals, backups, passwords/access materials, and Government or company property in a secure and serviceable condition.
- Perform other controls, HVAC support, recurring work, and non-recurring work within classification, training, authorization, and contract requirements.
Systems and Equipment
The technician will work across the DDC inventory identified in contract Attachment J-1502000-07. The current inventory includes a mixed legacy and modern controls environment, including:
- Siemens controllers and components, including PXC00-E96.A and PXA-SB115V192VA.
- BBC / Barber-Colman platforms, including Network 8000 and 1/A Series.
- Invensys / Siebe controls, including GCM-84121-S-0-1 and MZ2A-105-0-1-1.
- Trane controls, including Tracer MP 580/581 and controls associated with AHUs, VAVs, RTUs, chillers, boilers, hot-water systems, and room-temperature points.
- NCSS Network 8000 and other installed DDC equipment identified by facility and MAXIMO asset number.
Note: The inventory may change through replacement, modernization, asset correction, or contract modification. The employee must be able to learn and support additional compatible control platforms.
Minimum Qualifications
- High school diploma or GED.
- At least five years of progressively responsible experience installing, operating, programming, troubleshooting, maintaining, or repairing commercial or institutional DDC/building automation systems. Equivalent military or technical training may be considered.
- Demonstrated programmer-level capability with at least one major DDC/BAS platform and the ability to troubleshoot unfamiliar or legacy systems using schematics, sequences of operation, point lists, trend data, manuals, and test equipment.
- Working knowledge of HVAC systems and controls, including AHUs, VAV boxes, RTUs, boilers, hot-water systems, chillers, pumps, valves, dampers, actuators, temperature/pressure sensors, relays, safeties, and control loops.
- Ability to read wiring diagrams, control drawings, ladder diagrams, plans, specifications, and OEM technical literature.
- Ability to use digital multimeters, signal generators, laptops/programming tools, network diagnostic tools, and other controls test equipment safely and accurately.
- Basic computer proficiency and ability to document work in MAXIMO or another CMMS.
- Valid driver's license and ability to meet installation access requirements.
- Ability to communicate clearly, prepare accurate service documentation, and work independently or with multi-trade teams.
Preferred Qualifications
- Formal technical school, apprenticeship, associate degree, or manufacturer training in building automation, controls, HVAC/R, electronics, instrumentation, electrical systems, or a related field.
- Hands-on experience with Siemens, BBC/Barber-Colman Network 8000, Invensys/Siebe, Trane Tracer, or comparable legacy DDC platforms.
- Experience supporting U.S. Navy, DoD, Federal, industrial, campus, hospital, or other large institutional facilities.
- Experience with BACnet, Modbus, LonWorks, proprietary control networks, IP-based BAS communications, and control-system integration.
- Current OSHA 10 or OSHA 30 training and current CPR/First Aid certification.
Government System Access and Security Conditions
Because this position is expected to access Government IT, OT, and FRCS systems, continued employment in the assigned role is conditioned on the individual's ability to satisfy contract and Government access requirements. These include:
- Occupying a Non-Critical Sensitive/IT-II position and obtaining and maintaining a favorably adjudicated Tier 3 investigation, as required by the contract.
- Obtaining and maintaining a Common Access Card (CAC) with required certificates.
- Completing required forms and account processes, including the applicable Systems Authorization Access Request (SAAR/SAAR-N).
- Completing initial and annual required training, including cyber assurance/cyber awareness, information security (INFOSEC), operations security (OPSEC), and any system-specific training.
- Meeting all eligibility, identity, conduct, and security requirements for Government system and installation access.
- Using access only for authorized work and only within assigned permissions and work centers.
Physical and Working Conditions
- Work is performed in mechanical rooms, equipment spaces, offices, rooftops, exterior locations, and other operating facilities in varying weather and environmental conditions.
- Frequently walks, stands, bends, kneels, climbs stairs or ladders, reaches, and works in restricted equipment areas.
- Must be able to lift and carry tools, test equipment, and materials up to 50 pounds, with assistance or mechanical means when appropriate.
- May work around energized electrical/control circuits, rotating equipment, hot surfaces, noise, dust, chemicals, and other industrial hazards using required controls and PPE.
- May be required to respond outside normal working hours for outages, urgent service conditions, scheduled shutdowns, or approved after-hours work.
Performance Expectations
- Maintains DDC systems in a reliable and serviceable condition and promptly addresses identified deficiencies.
- Completes assigned PMs and repairs accurately, safely, on schedule, and with complete documentation.
- Escalates repair-limit, operational, safety, cybersecurity, material, and access issues without delay.
- Provides professional, responsive service to facility occupants, Government personnel, and GCR team members.
- Protects Government information, system credentials, equipment, and property at all times.
Compensation and Union Status
Union position. Base wage rate: $40.29 per hour. Applicable fringe benefits, overtime, premium pay, leave, dues, working conditions, and other terms are governed by the applicable collective bargaining agreement, wage determination, contract requirements, and GCR policies. Nothing in this job description supersedes the governing CBA or contract.
