Job Description
The
Database Administrator
will support the Texas Health and Human Services Commission (HHSC) on database management and data warehousing operations. This role is responsible for the analysis, design, implementation, and maintenance of integrated database systems and data warehouse environments. The Database Administrator will ensure data integrity, security, and performance across enterprise-class database platforms while supporting end-user data access and reporting needs. The position requires strong technical proficiency in ETL tools, data modeling, and analytical reporting platforms, as well as the ability to work effectively with both technical and non-technical stakeholders.
Responsibilities
Install, configure, and migrate database software, testing migrations to ensure data reliability and full system functionality.
Analyze, design, modify, and maintain database structures to support business and operational requirements.
Design and implement procedures for saving, retrieving, and recovering databases from hardware and software failures.
Establish and enforce database security controls and user access levels to protect critical infrastructure and sensitive data.
Evaluate and recommend database software packages for potential organizational acquisition.
Prepare and maintain database documentation, procedures, and definitions for data dictionaries.
Perform logical and physical data modeling, design relational database models, and create physical data models from logical data models.
Monitor database performance and implement efficiency improvements through tuning and optimization.
Assist in developing standards, guidelines, policies, and procedures to ensure the integrity of the database environment.
Provide support to end users in accessing data and resolving Electronic and Information Resources (EIR) accessibility issues as they arise.
Requirements
Minimum Qualifications
5 years of experience with database management systems, including data warehouse management and decision support tools.
5 years of experience in the development, implementation, and maintenance of data warehouses and data marts.
5 years of experience with business objects and building data dictionaries.
5 years of experience using database access tools for application delivery.
5 years of experience with analysis, planning, and management reporting functions.
5 years of demonstrated oral and written communication skills.
5 years of experience applying strong teamwork and interpersonal skills in a collaborative environment.
5 years of experience resolving complex and highly unusual analytical problems.
5 years of experience with benchmarking processes and techniques.
5 years of experience with data warehousing data population and data modeling techniques, including Star Schemas, Snowflake Schemas, and highly normalized data models.
5 years of experience with GUI-based ETL tools such as Informatica, IBM WebSphere DataStage, or similar tools.
5 years of implementation experience with enterprise-class databases such as Teradata, Oracle, SQL Server, or similar technologies.
5 years of implementation experience with analytical and reporting tools such as Business Objects, Cognos, Hyperion, MicroStrategy, or similar tools.
5 years of experience with the full data warehouse implementation process, including business requirements, logical modeling, physical database design, data sourcing, data transformation, data loading, SQL, and end-user tools.
5 years of demonstrated ability to work successfully with both technical and non-technical groups while managing multiple responsibilities.
Preferred Qualifications
5 years of Oracle Database experience.
5 years of experience with SSRS report creation.
1 year of M204 database experience.
Additional Requirements
Interviews will be conducted via Microsoft Teams.

Candidates must already reside in Texas and be local to the Austin area. Out-of-state candidates or candidates planning to relocate will not be considered.
Work Location and Schedule
Location: 701 W 51st Street, Austin, TX 78751
Schedule: Monday through Friday, 8:00 AM to 5:00 PM, excluding Texas state holidays. Work outside normal business hours on evenings, weekends, and holidays may be required with pre-approval.
Work Arrangement: Hybrid. 2 days onsite (Mondays and Tuesdays) and 3 days remote per week.
