Salary:          Range $7,917 to $15,167 monthly – commensurate with experience

This position serves as Enterprise Architect and will lead the development of a new EA practice aligned to the IT4IT Reference Architecture and ServiceNow platform architecture, ensuring that business capabilities, processes, data, applications, and integrations are standardized, governed, and optimized; partners with Technology Office, Information Security (CISO), Administrative Operations, and Facilities Operations Center to drive enterprise-wide coherence in solution design and service delivery; responsible for building and maturing the EA practice and shaping domain architectures (Business, Data, Solution, Integration).

Duties and Responsibilities:
  • Enterprise Architecture Strategy (IT4IT‑Aligned)-Establish and maintain the EA framework consistent with IT4IT value streams; Define principles, policies, capability maps, and target architectures; Map current and future-state enterprise architecture.
  • ServiceNow Platform Architecture & Governance-Lead architecture standards across ITSM, ITOM, ITBM, CMDB, CSDM, and workflows; Define platform guardrails, data models, integrations, and governance; Improve CMDB accuracy and service mapping maturity.
  • Business & Capability Architecture-Model business capabilities, value streams, and customer journeys; Align business capabilities to technology and ServiceNow service structures; Identify opportunities for standardization, automation, and shared services.
  • Data & Integration Architecture-Define enterprise data architecture, data domains, and master data strategy; Establish integration patterns (API-first, event-driven, ETL/ELT, etc.); Partner with CISO and Technology Office on secure, compliant data flows.
  • Solution Architecture & Technical Governance-Chair the Architecture Review Board (ARB); Approve solution designs, reference architectures, and technology standards; Evaluate vendor proposals and ensure alignment with IT4IT and ServiceNow.
  • Portfolio Alignment & Roadmapping-Develop multi‑year roadmaps and transition architectures; Support investment planning, dependency mapping, and cost optimization; Influence procurement and project prioritization.
  • EA Practice Enablement & Coaching- Build and mature EA capabilities across Business, Data, Solution, and Integration Architecture; Maintain EA repository, models, and architectural knowledge base; Mentor domain architects, analysts, and engineering leads.
  • Performs other duties as assigned.
Education and Experience:

Requires knowledge, skill and mental development equivalent to completion of four years college preferably with courses in computer science, management information systems, mathematics or statistics supplemented by a master's degree in computer science or a related field and two years of managerial experience in a computer-based management information system.

Knowledge, Skills and Abilities:
  • Requires thorough knowledge of management information system, database administration, systems analysis and computer communication systems.
  • Requires thorough knowledge of the principles of organization, management and administration.
  • Requires extensive knowledge of research and statistical procedures, program budgeting and systems modeling.
  • Requires ability to implement program evaluations or system assurance.
  • Requires ability to anticipate and resolve managerial problems.
  • Requires willingness to travel and possession of a valid Illinois driver’s license as required by individual positions within the class.
  • Requires a valid Illinois Driver’s License.
  • Requires the ability to lift, carry and push/pull up to 50lbs.

About Illinois Secretary of State

As the second-largest constitutional office, the Office of the Secretary of State is visited by more Illinois residents than any other in state government. The office also is an important resource for educating citizens about issues that affect their everyday lives, including anti-drunk driving, traffic safety, school bus safety, securities fraud, literacy, and organ/tissue donation.

The office's functions are described in the Illinois Constitution, mainly addressing the Secretary of State's duty to maintain official state records and the state seal. However, law and tradition have assigned many additional responsibilities to the office, which has one of the largest and most diverse collections of responsibilities of any of its counterparts nationwide. These duties are divided among 20 departments employing approximately 4,000 people, whose responsibilities range from maintaining the 20 buildings in the Capitol Complex, to overseeing the state's network of libraries, to preserving some of the state's most precious historical documents.

Still, to many Illinois citizens, the Secretary of State's office is the place to go for a new driver's license or license plates.
