Citizenship / Investigation: U.S. citizenship required. Interim or Final Tier 1 (T1/NACI) required.

Position Description:

Network Runners is seeking a Data Specialist (Remote) to support the DISA Telecommunications Service Support Team (TSST). The Data Specialist is the technical lead for TSST inventory data, transition database management, reconciliation, validation, reporting, and data quality. The existing transition database is a SQL database containing more than 3 million records and will be maintained. The Data Specialist ensures this enterprise dataset remains accurate, auditable, current, and operationally useful for transition planning, order production, customer coordination, cutover tracking, status reporting, and final inventory validation.

Proximity to Scott Air Force Base, just east of Belleville, Illinois is preferred.

Duties & Responsibilities:

  • Assume, validate, and maintain the Government transition SQL database containing 3M+ records and establish controlled processes for data ingestion, reconciliation, validation, change tracking, and reporting.
  • Reconcile inventory information across Government databases/spreadsheets, GSA E-Morris, billing data, service-provider data, TIBI, TBI, TCOSS, Storefront, WWOLS, vendor portals, and agency-provided sources.
  • Maintain service, quantity, usage, billed amount, agency/sub-agency, feature, equipment, managed-service, POC, email, phone, DSN, site, and transition-status data required.
  • Support agency confirmation of the Transition Inventory of record and identify discrepancies, duplicates, missing data, conflicting source values, and non-conforming records for resolution.
  • Maintain transition/order status fields covering research, in-work, customer approval, non-conforming status, submission, cutover schedule, discontinue documentation, SAM/IER receipt, and completion.
  • Produce daily, weekly, cumulative, on-demand, and executive reports supporting workload management, transition visibility, aging, data quality, and program decision-making.
  • Develop repeatable queries, validation rules, dashboards/report logic, exception reports, and audit trails that reduce manual effort and improve inventory/order accuracy.
  • Coordinate with DITCO software platform personnel, PMO, EIS contractors, GSA personnel, DoD agencies, engineers, and order specialists to resolve data issues and maintain source-to-record traceability.
  • Protect CUI/proprietary/contract-sensitive data and ensure database access, exports, working files, and reports comply with DISA security and Government-system requirements.
  • Support Phase IV data cleanup, final validation, lessons learned, and transition of authoritative data to the Government or successor support team.

Minimum Qualifications / Requirements:

  • Bachelor’s degree in data analytics, information systems, computer science, database management, engineering, mathematics/statistics, or a related discipline; education/experience must satisfy the mapped NRI GSA MAS labor category.
  • 5+ years of experience in enterprise data management, database operations, data quality, analytics, inventory management, or similar mission-support functions.
  • Demonstrated experience working with SQL-based relational databases and large datasets; ability to query, reconcile, validate, and document data at scale.
  • Advanced spreadsheet/data-analysis skills and experience producing recurring operational reports, exception reports, dashboards, or metrics from multiple source systems.
  • Experience establishing data-quality controls, validation rules, audit trails, and reconciliation workflows for authoritative operational datasets.
  • Ability to meet DISA Tier 1/CAC/NIPR access requirements by contract start.

Preferred Qualifications:

  • Experience with telecommunications inventory, service-order lifecycle data, billing/inventory reconciliation, or network asset/service databases.
  • Experience with federal/DoD data sources, DISA Storefront/Marketplace, TIBI/TBI/TCOSS/WWOLS, GSA E-Morris, or comparable Government service-management datasets.
  • Working knowledge of SQL scripting, ETL/data transformation, data visualization/reporting tools, and data-governance practices.
  • Experience supporting high-volume operational workflows where database accuracy directly drives ordering, provisioning, cutover, and customer service outcomes.
