This position provides oversight and coordination of data and reporting functions across all District departments, with an emphasis on ensuring high-quality operational data for Water, Wastewater, Solid Waste, Engineering, Labs, and Shared Services. Key activities include regulatory reporting, flow metering data coordination, operational data validation, and development of accurate and timely reports that support compliance and operational performance.
The role works closely with managers and supervisors across Water, Wastewater, Solid Waste, and Shared Services to maintain data integrity, support operational needs, and ensure consistent reporting practices. As enterprise capabilities mature, this position expands into districtwide data governance, including system of record standards, metadata management, and data lifecycle practices.
The position also supports analytics and performance initiatives, including development of dashboards, key performance indicators, and operational insights that help departments make informed decisions. The supervisor leads a team of data specialists and collaborates closely with departments across the District to ensure reliable, accessible, and actionable data.
Job Responsibilities
• Provides leadership and supervision to assigned staff to ensure timely execution of assigned activities. Directly supervises a team of data specialists.
• Manages data across multiple domains, including water quality, flow metering, chemical usage, solids management, and other operational datasets supporting Water, Wastewater, Solid Waste, Engineering, Laboratory, and Shared Services functions.
• Maintains a current working knowledge of applicable federal and state regulations, industry standards, and District policies and procedures to ensure compliant data management and reporting practices.
• Establishes processes for governing the identification, collection, and use of District metadata; take steps to assure metadata accuracy and validity.
• Establishes methods and procedures for tracking data quality, completeness, redundancy, security, and improvement.
• Conducts data capacity planning, life cycle, duration, usage requirements, feasibility studies, and other tasks.
• Develops and promotes data management methodologies and standards.
• Oversees the mapping of data sources, data movement, interfaces, and analytics, with the goal of ensuring data quality.
• Collaborates with project managers and business unit leaders for all projects involving enterprise data.
• Communicates data insights, issues, and recommendations to leadership and key stakeholders.
• Addresses and resolves data-related problems regarding systems integration, interoperability, and multiple-platform integration.
• Acts as a leader and advocate of data management, including coaching, training, and career development to staff.
• Monitors team performance and service levels, ensuring work meets established standards.
• Develops and implements key components as needed to create testing criteria to guarantee the fidelity and performance of data architecture.
• Documents the data architecture and environment to maintain a current and accurate view of the larger data picture.
• Identifies and develops opportunities for data reuse, migration, or retirement.
• Oversees the development of dashboards, visualizations, and KPI reporting to support operational and leadership needs.
• Oversees the trend analysis and identification of operational or regulatory insights.
• Partners with departments to define metrics, reporting needs, and analytical requirements.
• Oversees the development and maintenance of analytics tools (e.g., Power BI) for self-service reporting.
• Ensures analytics outputs follow data governance, metadata, and system-of-record standards.
• Performs other duties as assigned.
Job Requirements
Education & Experience:
• Bachelor’s degree in Computer Science, Business Information Systems (BIS), Management Information Systems (MIS) or a computer related field required. Equivalent experience and education may be substituted.
• Minimum 5 years proven experience in business analysis, analytics, application development, data analysis preferred.
• Experience in water or wastewater treatment preferred.
• 2 years’ experience in lead or supervisory role required.
Knowledge, Skills & Abilities:
• Possesses effective written and verbal communication skills.
• Possess the ability to adapt to changing organizational needs.
• Detail-oriented with excellent analytical and problem-solving skills.
• Direct experience in implementing enterprise data management processes, procedures, and decision support.
• Strong understanding of relational data structures, theories, principles, and practices.
• Ensures that data strategies and architectures are in regulatory compliance, including ensuring all regulatory and administrative reporting is completed accurately, efficiently, and on time.
• Provides quality control of data required to fulfill regulatory and administrative reporting requirements.
• Ensures that data strategies and architectures are in regulatory compliance, by developing internal policies related to data standards, access controls and data lifecycle management.
• Develops short-term tactical solutions to achieve long-term objectives and an overall data management roadmap.
• Strong familiarity with metadata management and associated processes.
• Ability to manage data and metadata migration.
• Experience with enterprise database platforms (SǪL Server, Oracle or cloud-based databases).
• Understanding of Web services (REST, JSON, API- based integrations, SOAP, XML, UDDI, WSDL).
• Object oriented programming experience (e.g. using Java, J2EE, EJB, .NET, WebSphere, etc.).
• Adept at using business software. Understands the importance of data integrity.
• Knowledge of ERP, EAM, Power BI, Power Automate, and Microsoft Teams preferred.
• Knowledge of scripting languages such as SQL a plus, with current Microsoft SQL databases, SQL query development and report writing preferred.
• Advanced knowledge of API technologies preferred.
Environmental and Physical Working Conditions
Driving a District vehicle for business may be required. Employees required to drive as part of their job duties are responsible for maintaining a current, valid, and vehicle - appropriate driver' s license of their resident state.
This position requires minimum physical exertion with daily lifting requirements up to 50 pounds. Significant finger dexterity required. Activities may include carrying office materials, pulling and pushing file drawers and organizing paperwork. Duties are almost always carried out in an office environment. Equipment used includes a Network Computer System and/or personal computer, various printers, calculators, copier and telephone.
