Under the direction of the Manager, Data Science, the Data Scientist II is responsible for modeling complex institutional problems, discovering insights, and identifying opportunities using statistical, algorithmic, mining and visualization techniques. Collaborating closely with Data Science Developers, this role partners with our business stakeholders to identify ways to augment and enhance our data in order to provide insight beyond what can be gleaned from the data we have today.

Key Responsibilities

  • Lead and drive cross-functional data science projects from beginning to end, which include building relationships with partner teams, framing and structuring questions, collecting, and analyzing data.
  • Apply descriptive and predictive analytics to help drive insights and business decisions.
  • Apply a diverse set of tactics such as statistics, quantitative reasoning, and machine learning to research and produce insights.
  • Work with data engineering and data solutions teams to ensure proper data tracking is set up for features and support debugging and development of new ETL processes.
  • Build deep-dive analyses and eventual machine learning models to better forecast risk across the portfolio for our contracts and claims activity.
  • Support business operations, finance, quality systems, and other internal teams by building analytics and reporting to understand overall business performance and increase organizational efficiencies.
  • Manage tests for specific providers and generate data to build out case studies and messaging strategies.
  • Designs experiments, test hypotheses, and build models.
  • Conducts data analysis and create moderately complex algorithms.
  • Work with Institute stakeholders to identify the business requirements and the expected outcomes.
  • Work with and alongside business analysts by suggesting other products of interest to the client.
  • Models and frames business scenarios that are meaningful and which impact on critical business processes and/or decisions.
  • Collaborate with Institute subject matter experts to select the relevant sources of information.
  • Recommend ongoing improvements to methods and algorithms that lead to findings, including new information
  • Provide on-going tracking and monitoring of performance of decision systems and statistical models.
  • Communicate analysis and decisions to high-level stakeholders and executives in verbal, visual, and written formats.
  • Collaborate with business leaders, subject matter experts, and decision makers to develop success criteria and optimize new solutions, features, policies, and models.
  • Demonstrate a commitment to support IEHP’s strategic priorities to become a 5-Star Health Plan and incorporate LEAN principles into daily work.
  • Ensure the privacy and security of PHI (Protected Health Information) as outlined in IEHP's policies and procedures relating to HIPAA compliance.
  • Perform any other duties as required to ensure Health Plan operations and department business needs are successful.
  • Qualifications

    Education & Requirement

    • Minimum of four (4) years of experience in analytics, data science, and business intelligence
    • Experience in developing algorithms, predictive analytics, or statistical models and using statistical packages are required
    • Experience in analyzing large data sets that have complex (i.e., unstructured, structured, and semi-structured) designs is also required
      • Experience in the areas of medical or health services is preferred
    • Bachelor’s degree in a related field or any non-related field along with a certification in data science from an accredited institution is required

    Key Qualifications

    • Strong understanding of Machine Learning theory with significant applied experience
    • Familiarity with basic principles of distributed computing and/or distributed databases
    • Knowledge of one or more business/functional areas
    • Excellent interpersonal and communication skills
    • Strong analytic and critical thinking skills. In addition to advanced analytic skills, this role is also proficient at integrating and preparing large, varied datasets, architecting specialized databases, and computing environments, and communicating results
    • Strong written and verbal communication skills. Excellent interpersonal/ communication skills
    • Strong scientific Python skills using pandas, scikit-learn, and statistical models, as well as strong understanding of model deployment patterns
    • Proven ability to facilitate cross-functional projects that depend on the contributions of others in a variety of disciplines
    • Ability to multi-task while maintaining careful attention-to-detail
    • Ability to handle multiple projects, data input, and strong problem-solving capability
    • Proven ability to manipulate large datasets and use database and general-purpose programming language (such as Hadoop MapReduce, Python, JavaScript, or other big data frameworks, Java)
    • Demonstrable ability to quickly understand new concepts-all the way down to the theorems- and to come out with original solutions to mathematical issues
    • Ability to build relationships and influence across the organization
    • Independent self-starter who is driven to success, takes great pride in accomplishments, and works with a sense of urgency to meet deadlines and address competing priorities

    Work Model Location

    This position is on a hybrid work schedule. (Monday & Friday - remote, Tuesday – Thursday onsite in Rancho Cucamonga, CA.)

    Should be willing to be on-call occasionally to attend to technical issues outside of normal business hours

    Pay Range

    USD $118,601.60 - USD $157,144.00 /Yr.
