Job Description

Division: Client Franchise Value – Client Business Strategy

Data is a critical enabler of Euroclear’s strategy execution. It underpins many of the organization's strategic priorities; from client centricity and commercial effectiveness to operational excellence and innovation up to resilience, regulatory compliance and effective risk management.

This role is part of the organization of the Chief Data Officer (CDO) who plays a pivotal leadership role in mobilizing the organization around data as a shared asset, ensuring that data is effectively leveraged to deliver tangible business outcomes. The role requires technical ownership and equally carries the responsibility to driving enterprise-wide data maturity, alignment and adoption, embedding data into decision-making, processes and behaviours across the group.

As such, the CDO organization's mission aligns around following key angles:

  • Driving data as an enabler of strategy, not as an end in itself - Translate the Group’s strategic priorities into a clear, business-driven data agenda, ensuring all data initiatives directly support Euroclear’s strategic objectives and evolving business needs.
  • Ensuring business ownership and adoption, not just governance - Create alignment and engagement across business and IT, positioning data as a common language and shared responsibility.
  • Delivering measurable impact through disciplined execution – Delivering tangible and measurable value from data
  • Building a connected, data-driven organization - Drive the organization's data maturity journey, moving from fragmented practices towards a coherent, value-driven data ecosystem.

Role Purpose

The Policy & Controls Analyst supports the implementation and operation of Euroclear’s enterprise Data Governance framework by translating policies, standards and governance requirements into practical controls, evidence and coordinated follow-up activities.

Working across Business, Data Owners, Local Data Officers, Technology and control functions, the role maintains governance artefacts, supports policy lifecycle activities, monitors implementation evidence and contributes to transparent reporting on compliance, exceptions and remediation.

The role applies established governance methods with a high level of accuracy and judgement, escalates material gaps and supports the continuous improvement of policy, control and governance practices.

Key Responsibilities

Policy and Governance Documentation

  • Support the maintenance, review and implementation of Group and entity-level Data Policies, standards, procedures and guidance.
  • Maintain governance artefacts, including ownership registers, decision records, approval records, exception registers and supporting documentation.
  • Prepare impact assessments, implementation materials and traceability between policy requirements, controls and evidence.

Controls, Evidence and Compliance Monitoring

  • Maintain the inventory of policy-driven control objectives, control activities, evidence requirements and accountable stakeholders.
  • Collect, review and organise implementation evidence and support monitoring of control coverage, compliance status and outstanding gaps.
  • Prepare dashboards, status reports and management information on policy adoption, controls, exceptions and remediation actions.

Issues, Exceptions and Follow-up Review

  • Register and track governance issues, policy exceptions, review findings and remediation actions through to closure.
  • Coordinate follow-up with Business, Technology and governance stakeholders and escalate overdue, material or cross-entity matters.
  • Support responses to Risk, Compliance, Internal Audit and regulatory reviews by coordinating accurate and traceable evidence.

Governance Forums and Continuous Improvement

  • Prepare agendas, papers, decisions and action logs for relevant data governance forums.
  • Support Data Owners, Local Data Officers and governance roles in understanding and applying policy and control requirements.
  • Identify recurring implementation challenges and recommend improvements to controls, templates, guidance, reporting and governance processes.

Experience & Skills

  • Experience in Data Governance, policy implementation, controls, compliance monitoring, risk management, audit support or a related discipline.
  • Understanding of governance frameworks, policies, controls, evidence, issue management and accountability concepts.
  • Ability to maintain structured governance records and translate requirements into practical activities and evidence expectations.
  • Strong analytical, documentation, organization and follow-up skills, with consistent attention to detail.
  • Ability to collaborate effectively with Business, Technology, Data, Risk, Compliance and Audit stakeholders.
  • Clear written and verbal communication skills and the ability to prepare concise governance reporting.
  • Ability to work independently within defined standards and escalate issues appropriately.
  • Experience in financial services or another regulated environment.
  • Familiarity with Data Management policies, Risk and Control Self-Assessment, control libraries or integrated risk-management tooling.
  • Understanding of Data Ownership, Data Risk, Data Quality, Metadata Management and federated operating models.
  • Experience supporting governance bodies, regulatory reviews or audit remediation.
