The Executive Office of Housing and Livable Communities (EOHLC) is seeking a Data Analyst I/Data and Performance Analyst in the Division of Public Housing/Bureau of Rental Assistance AGENCY MISSION:The Executive Office of Housing and Livable Communities (EOHLC) is responsible for building more homes and lowering housing costs across the Commonwealth through partnerships with municipalities, housing authorities, and community stakeholders. OVERVIEW The Rental Assistance Data Analyst provides analytic support in the areas of data management, documentation, and analysis, primarily supporting state rental assistance programs, which include the Massachusetts Rental Voucher Program (MRVP), Alternative Housing Voucher Program (AHVP), Department of Mental Health Rental Subsidy Program (DMHRSP), Stable Start Voucher Program (SSVP), as well as other programs within the Bureau of Rental Assistance (BRA). They will be responsible for continuing to develop and maintain HLC’s unique applications – the Common Housing Application for Massachusetts Programs (CHAMP) and the State Oversight of Housing Assistance (SOHA) systems. The incumbent is responsible for designing, building and running regular and ad hoc reports to analyze policy implications and program performance, deriving insights and presenting information from data analysis as needed. The incumbent is responsible for ensuring HLC’s state data is well-organized, accurate and verified, and accessible at all times. The incumbent possesses a solid understanding of rental assistance programs to understand the relevant data points to respond to policy questions. This position plays a primary role in responding to data requests from Division staff, other divisions within HLC, legislative staff and advocates. The Rental Assistance Data Analyst also works closely with Local Housing Authorities (LHAs) and Regional Administering Agency (RAAs) to provide data-related technical assistance to HLC programs and coordinates with software vendors, as necessary. The incumbent may assist in identifying, procuring, and managing additional reporting and data analytics tools that may be needed to effectively administer, evaluate and improve our programs. DUTIES AND RESPONSIBILITIES (NOT ALL INCLUSIVE): 1, Data Management:· Support the Division in managing, maintaining, and ensuring accuracy of all state program data and producing reports, visualizations and/or presentations that drive policy and program development.· Support the Division with data analyses, research projects, and/or program evaluations for state programs.· Support expansion of the Division’s data analytics and research capabilities, focusing primarily on state programs. This may include the implementation of business intelligence and Geographic Information Systems (GIS) mapping tools. Support training efforts for Division staff on new tools. 2. Reporting:· In conjunction with federal programs staff, design processes that ensure the use of standard reporting so that data can be used to establish program benchmarks in order to monitor program performance, compliance, and integrity. · Develop canned reports and queries to extract data from various systems and data warehouses for general use by HLC and RAA staff using various methods. Respond to ad hoc requests for customized reports from HLC staff and stakeholders. 3. Performance:· Work with BRA staff to identify, develop, and implement quality assurance benchmarks, reports, and systems in order to monitor state rental assistance program performance.· Coordinate with colleagues to expand their capacity in using data to monitor and improve their respective programs.· Conduct ad hoc quality assurance audits to monitor implementation of new policies and procedures, as required. 4. Technical Assistance:· Provide technical support for information systems used by the division staff and housing agency staff, as required, including the review of the quality, accuracy, and efficiency of existing queries, analysis, procedures, systems, and reports. 5.Coordination:· Coordinate with Public Housing on updates and maintenance of state rental assistance programs in CHAMP.· Work with software developers to continue to maintain and update SOHA. 6.Other:· Occasional travel throughout the Commonwealth may be required for training and in maintaining on-site presence with LHAs and RAAs.· Stay informed and be knowledgeable about data standards and requirements for housing programs generally, such as those issued by U.S. Department of Housing and Urban Development (HUD), to make recommendations for enhancements or changes that may be useful to state rental assistance programs. PREFERRED QUALIFICATIONS:1. Experience with any of the following is preferred: SQL, Snowflake, and Business Intelligence Tools (Microsoft Power BI, Tableau, etc.), statistical analysis software (R/R studio, Stata, etc.).2. Extensive experience with Microsoft Office applications including at least intermediate proficiency using Microsoft Excel, Access, Word, PowerPoint and Outlook. Adept at learning new applications quickly.3. Experience with housing and/or rental assistance programs.4. Strong analytical capabilities and demonstrated experience with data analysis and presenting of findings.5. Exceptional organizational and time management skills.6. Ability to exercise sound independent judgment and maintain harmonious working relationships.7. Ability to communicate clearly and effectively both orally and in writing, with attention to detail and thoroughness for program evaluation and follow-up.8. Ability to take initiative, work independently with minimal supervision and collaboratively in a team setting.9. Ability to provide guidance to diverse groups and elicit support and cooperation.10. Occasional evening or weekend work may be required. Those employees who elect to use a motor vehicle for travel must have a current and valid Massachusetts Class D Motor Vehicle Operator's license or the equivalent from another state. Salary placement is determined by years of experience and education directly related to the position and the Human Resources Division’s Recruiting Guidelines. In the case of a promotional opportunity, the salary provisions of the applicable collective bargaining agreement will apply to placement within the appropriate salary range. Education, licensure and certifications will be verified in accordance with the Human Resources Division’s Hiring Guidelines.
