Job Description

Responsible for ensuring Blue Cross and BCN maintain accurate, consistent, and proposal ready RFP and RFI content within the enterprise content library. This role owns the governance, standards, and quality controls for library content, ensuring responses are current, compliant, and aligned with approved messaging. This role will also maintain accurate SME listings and for enabling SMEs and proposal teams to consistently use current, approved content, reducing proposal risk and improving efficiency, compliance, and competitiveness as RFP and RFI volume, turnaround expectations, and content complexity continue to increase. This role serves as the single point of accountability for content accuracy, consistency, and readiness across the RFP and RFI library, with ownership of content governance, review cycles, and quality standards.

  • Review, edit, and standardize RFP and RFI response content within the tool to ensure clarity, accuracy, compliance, and proposal readiness.

  • Identify outdated, inconsistent, or non-compliant content and determine appropriate corrective actions, including revision, retirement, or escalation to SMEs.

  • Apply approved messaging standards and style guidelines to ensure consistent use across the library.

  • Own and maintain the content taxonomy, tagging structure, and metadata standards to ensure efficient search, retrieval, and reuse of approved responses.

  • Assess content classification needs and make decisions on tag creation, consolidation, or removal to reflect evolving business topics and proposal requirements.

  • Monitor usage patterns to identify gaps, redundancies, or misclassified content and implement improvements.

  • Lead AI utilization within the project tool, including prompt development, testing, and refinement to improve response suggestions while maintaining content accuracy and compliance.

  • Validate AI generated outputs against approved library content, identify risks of hallucinations or outdated responses, and define guardrails for appropriate AI use.

  • Provide guidance and best practices to proposal teams and SMEs on effective, compliant AI assisted workflows.

  • Maintain and govern the SME listing, ensuring accuracy of assignments, availability, and subject alignment across business areas.

  • Resolve SME coverage gaps, recommend reassignment, or escalate conflicts that may impact proposal timelines.

  • Provide training and guidance to SMEs on library usage, expectations, and governance standards.

  • Provide direct support to the RFP team on assigned small to moderate complexity RFPs and RFIs, including assigning SMEs, managing content inputs, and ensuring use of current, approved library responses.

  • Serve as a quality checkpoint to reduce proposal risk related to content reuse.

  • Own and execute library governance processes, including quarterly review cycles, content refresh schedules, and quality control checks.

  • Track compliance with review timelines, identify at risk content, and drive corrective actions with SMEs and proposal leadership.

  • Establish and maintain standards for content lifecycle management, including creation, review, archival, and retirement.

QUALIFICATIONS

  • Bachelor’s Degree in English, Public Relations, Creative Writing, Journalism, Professional and Technical Writing or related field preferred.

  • Minimum one (1) year of progressive experience in proposal management, content management, technical or professional writing, knowledge management, or a related discipline supporting RFP and RFI development.

  • Demonstrated experience governing reusable content libraries, including content review, standardization, lifecycle management, and quality control.

  • Experience working directly with subject matter experts to validate, update, and approve complex business, operational, or regulatory content.

  • Experience supporting high volume, deadline driven proposal environments requiring independent judgment, prioritization, and risk mitigation.

  • Excellent analytical, decision-making, organizational, planning, verbal and written communications skills.

  • Possess tact and resourcefulness in establishing and maintaining effective internal and external working relationships.

  • Must work well under pressure with very tight deadlines.

  • Highly organized with strong attention to detail/consistency.

  • Experience with AI and prompting.
