Role and Responsibilities

Our client is implementing an Enterprise Data Governance Program to establish policies, roles, procedures, technologies, and operating practices to manage enterprise data as a trusted, governed asset. The program will support WSSC Water's strategic data and analytics priorities by improving data ownership, data quality, metadata transparency, lineage, regulatory traceability, and access governance across business and technical data domains.

Data Governance Strategy & Operating Model

  • Design and implement an enterprise Data Governance framework and operating model.
  • Establish Data Governance Council structures, governance charters, decision-making processes, and escalation workflows.
  • Define roles and responsibilities for Data Owners, Data Stewards, Technical Data Custodians, and Data Consumers.
  • Develop governance KPIs, scorecards, operational metrics, and reporting measures.
  • Create governance policies, standards, procedures, and stewardship workflows.

Data Governance Assessment & Roadmap

  • Conduct stakeholder workshops and discovery sessions across business and technical domains.
  • Assess current-state data management maturity, governance processes, metadata practices, and data quality capabilities.
  • Perform gap analysis against industry best practices and regulatory requirements.
  • Develop phased governance implementation roadmaps, timelines, risks, and success metrics.
  • Evaluate data architecture alignment and governance readiness across enterprise platforms.

Data Catalog, Metadata & Business Glossary

  • Implement and manage enterprise data catalog and metadata management capabilities.
  • Facilitate business glossary workshops and define Critical Data Elements (CDEs).
  • Establish metadata standards, stewardship processes, and catalog maintenance procedures.
  • Link business definitions to physical data assets, reports, dashboards, and pipelines.
  • Develop metadata quality and governance standards.

Data Quality Management

  • Define data quality frameworks, standards, rules, thresholds, and monitoring processes.
  • Establish data quality scorecards, dashboards, and issue management workflows.
  • Drive root cause analysis, remediation tracking, and data quality improvement initiatives.
  • Integrate data quality monitoring with enterprise reporting tools such as Power BI.

Data Lineage & Regulatory Compliance

  • Design and document end-to-end data lineage across critical business and regulatory processes.
  • Establish lineage standards, validation procedures, and audit-ready traceability practices.
  • Support regulatory reporting and compliance requirements through governed lineage processes.
  • Identify lineage gaps and define mitigation strategies.

Data Security & Classification

  • Develop enterprise data classification frameworks and handling standards.
  • Define role-based access control (RBAC) requirements and governance procedures.
  • Collaborate with security teams to ensure compliance with cybersecurity and regulatory requirements.
  • Support governance integration with Microsoft Entra ID and enterprise security platforms.

Governance Platform Implementation

  • Lead governance platform configuration, integration, and deployment activities.
  • Configure workflows, business glossary, catalog, lineage, data quality rules, and dashboards.
  • Support metadata integrations with Azure, Oracle, Power BI, GIS, and other enterprise systems.
  • Provide platform administration documentation and knowledge transfer.

Change Management & Training

  • Develop stakeholder communication and change management strategies.
  • Deliver role-based training for governance stakeholders and business users.
  • Create governance documentation, runbooks, operating procedures, and adoption materials.
  • Lead knowledge transfer and governance program sustainment activities.
