Parsons is seeking a Data Governance SME to support the end-to-end delivery of a large-scale Geospatial Digital Twin programme for a major national infrastructure owner in the Middle East. This multi-year initiative will design, build, and operationalize an Operational Digital Twin platform that integrates geospatial data, real-time IoT/SCADA feeds, asset information, and core enterprise systems to enable data-driven planning, operations, and maintenance. The role will be working closely with the Product Manager and a team of international experts, architects, and engineers.
The scope spans discovery and stakeholder engagement, data and information architecture design, proof-of-concept delivery, implementation of a production-grade environment, post-implementation support, and structured training and knowledge transfer. The Data Governance SME will help define and implement data governance frameworks, policies, and processes, support master and reference data management, contribute to data-quality and metadata management activities, and assist in driving trustworthy, well-governed data across all Digital Twin use cases.
What You’ll Be Doing
Support the Product Manager and Data & Architecture team in defining data governance objectives, scope, and priorities for the Operational Digital Twin across planning, operations, and maintenance domains.
Assist in establishing and documenting data governance frameworks, policies, roles, and processes, including data ownership, stewardship, issue management, and change control.
Help identify and catalogue critical data domains (e.g., assets, network, locations, work orders, sensors), and support the development and maintenance of related data dictionaries, business glossaries, and metadata.
Support data-quality management activities by defining quality rules and KPIs, assisting with profiling and assessment, and tracking remediation actions with relevant stakeholders.
Assist in coordinating master and reference data management activities in collaboration with the Data Architect / Ontologist, GIS team, and enterprise system owners.
Support compliance with relevant data protection, privacy, and security policies by working with cybersecurity and infrastructure teams to embed governance requirements into solution design and operations.
Assist in preparing data-governance documentation, guidelines, and training materials, and in running awareness sessions and workshops with client data owners and stewards.
What Required Skills You’ll Bring
Degree in information management, computer science, engineering, or related discipline from an accredited institution
Experience supporting data governance, data management, or information management activities for large-scale digital, platform, or enterprise solutions in infrastructure, utilities, or urban environments
Experience of establishing data governance concepts to support Esri ArcGIS implementations
Working knowledge of core data-governance concepts, including data ownership and stewardship, data-quality management, metadata management, and master / reference data management
Comprehensive understanding of data and information architecture concepts, particularly for geospatial, time-series, and asset / network data, and how these support operational use cases.
Exposure to enterprise and operational systems such as EAM/CMMS, ERP, BIM, SCADA/IoT platforms, GIS, and data warehouses/lakes.
Experience working within multidisciplinary, multinational teams across multiple time zones.
Strong organisational and coordination skills.
Exposure to testing, acceptance, or go-live activities for complex or integrated data platforms.
Excellent communication and documentation skills, with the ability to clearly convey data-governance concepts to non-technical stakeholders.
Fluency in spoken and written English.
What Desired Skills You’ll Bring
Prior work with national infrastructure owners, transport authorities, utilities, or public works organisations.
Professional certifications in data management or governance
Arabic is an advantage.
