This recruitment will establish an open eligible list that will be used to fill current and future Data Entry Specialist vacancies. The current vacancy is with the Registrar of Voters however the eligible list established will also be used to fill positions throughout the County of Orange.
This recruitment is open to the public and will be advertised from September 8, 2026 through September 16, 2026 11:59pm PST.

The Registrar of Voters, a nationally recognized and award-winning agency, is responsible for conducting elections, verifying petitions, and maintaining voter records in the County of Orange, the fifth largest voting jurisdiction in the United States with 1.9 million active registered voters. The department receives funding from the County's General Fund and periodic reimbursement from the federal government, the State of California, and local jurisdictions. The Registrar of Voters' staff includes 54 full-time employees and numerous extra-help employees who support various election-related positions representing the broad spectrum of Orange County's population. The department is responsible for all components of election management.

Data Entry Specialist's primary responsibility is to accurately input data from a diverse range of source documents using a keyboard. This position is part of a team that is responsible for maintaining a database of voter registration records. Incumbent provides public-facing customer service by completing data requests, reviewing applications, processing payments, and answering FAQs, both at the front desk and through inquiries about the work performed.

This position will require working overtime as needed during the election season, including weekends, weeknights, and/or holidays.
The ideal candidate will have experience and/or background working in an elections office type of setting or experience with voter database systems. It is preferred but not required that candidates possess six (6) months of election experience. Human Resource Services (HRS) will screen all application materials to identify qualified applicants. After screening, qualified applicants will be referred to the next step and notified of all further procedures applicable to their status in the competition.

Applicants who meet qualifications will be invited to participate in one or more job related assessments. Applicants will be notified of their test date and access code, if applicable. Only the most qualified candidates will advance to the next step in the recruitment process or will be placed on the eligible list.
Once the assessment has been completed, HRS will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future vacancies.
Based on the Department's needs, the selection procedure listed above may be modified. All candidates will be notified of any changes in the selection procedure.
