Job Description
The
Data Engineer
will support the Texas Health and Human Services Commission (HHSC) on the Performance Management & Analytics System (PMAS) data integration hub project. This role is responsible for the design, development, and implementation of a data integration hub using an agile methodology across all standard SDLC phases. The Data Engineer will automate data acquisition from a variety of data sources, develop complex SQL scripts, and build ETL processes to support performance management and analytics initiatives. The candidate will collaborate closely with architects and data engineering team members to ensure optimal data design, integration, and delivery. This position requires a technically experienced professional capable of leading development efforts, producing documentation, and interpreting evolving business requirements.
Responsibilities
Lead agile development team activities through project cycles, participating in all sprint ceremonies including planning, reviews, and retrospectives.
Develop and maintain complex SQL scripts to transform source data into dimensional models and create views and materialized views in Oracle and Snowflake.
Design, develop, and maintain mappings and workflows to automate ETL processes using Informatica Power Center or IICS.
Acquire and integrate data from multiple data sources and technologies, including Oracle, SQL Server, Excel, Access, and Adobe PDF, for use by Tableau data visualization objects.
Collaborate with the Data Engineering Team and Architects on the design and implementation of data integration solutions and data acquisition strategies.
Perform verification and validation of SQL scripts, Informatica automation, and database views, including developing automated validation methods.
Develop mockups and work with customers and stakeholders to validate requirements and proposed solutions.
Interpret new and changing business requirements to assess impact and propose enhancements to meet evolving needs.
Produce and maintain technical specifications, diagrams, and other documentation to support design, development, and implementation efforts.
Assist with the implementation and configuration of development tools and infrastructure components supporting the data integration hub.
Requirements
Minimum Qualifications
8 years of experience developing mappings and workflows to automate ETL processes using Informatica Power Center or IICS.
8 years of experience acquiring and integrating data from multiple data sources and technologies using Informatica Power Center or IICS for use by a Tableau data visualization object, including Oracle, SQL Server, Excel, Access, and Adobe PDF.
8 years of experience designing and developing complex Snowflake SQL scripts that are fast and efficient.
8 years of experience as a systems analyst on a data analytics, performance management system, or data warehousing project, with strong analytical and problem-solving skills.
8 years of technical writing and diagramming experience, including proficiency with modeling and mapping tools such as Visio and Erwin, and the Microsoft Office Suite (Word, Excel, and PowerPoint) and MS Project.
8 years of experience in planning and delivering software platforms used across multiple products and organizational units.
8 years of demonstrated ability to write well-designed, testable, and efficient code following best software development practices.
Preferred Qualifications
6 years of experience demonstrating excellent oral and written communication skills.
6 years of experience effectively managing multiple responsibilities, prioritizing conflicting assignments, and transitioning quickly between tasks.
4 years of experience working on an agile sprint team.
4 years of experience demonstrating an understanding of security principles and their application to healthcare data.
4 years of experience with state-of-the-art software components for a performance metrics data visualization or business intelligence environment.
Bachelor's degree in Computer Science, Information Systems, Business, or equivalent experience (4 years preferred).
4 years of prior experience in the healthcare industry.
4 years of prior experience with an HHS agency.
4 years of prior experience working with PII or PHI data.
4 years of experience designing and developing scripts using Python.
4 years of experience with JIRA software.
2 years of functional knowledge or hands-on design experience with web services (REST, SOAP, etc.).
2 years of experience designing and developing code using Java and JavaScript.
2 years of experience developing CI/CD pipelines with GitHub and Git Actions.
2 years of experience as a MuleSoft developer.
2 years of experience developing using AI tools such as Snowflake Cortex and Intelligence, and/or Informatica Claire.
Additional Requirements
All work products are considered works made for hire and are the property of HHSC.
Candidates are subject to criminal background checks as authorized by Texas law.
Candidates must already reside in Texas; out-of-state candidates planning to relocate will not be considered.

Candidates must be local to the Austin area, within a 50-mile radius.
In-person interviews are required.
Any travel, per diem, parking, and/or living expenses are the responsibility of the candidate.
Work outside normal business hours, including evenings, weekends, and holidays, may be required with pre-approval from HHSC.
Work Location and Schedule
Location: 4601 W Guadalupe St, Austin, Texas 78751
Schedule: Monday through Friday, 8:00 AM to 5:00 PM, excluding Texas state holidays
Work Arrangement: Hybrid — 3 days onsite (Tuesday, Wednesday, and Friday) and 2 days remote; subject to change per the hiring team.
