About the Role

Redhorse transforms the way government uses data and technology. To support this mission, we are seeking an exceptional and experienced leader to serve as a Data Collection Manager. This role is pivotal in bridging the gap between raw data and actionable intelligence for the Department of Defense. You will be responsible for the strategic planning, coordination, and oversight of data collection activities within Combatant Commands and Service Components. Your leadership will ensure that information is gathered accurately, securely, and in strict accordance with organizational requirements, directly impacting the success of national security missions.

Key Responsibilities

    • Lead and oversee the full lifecycle of data collection activities across assigned projects, ensuring alignment with project goals and organizational standards.
    • Identify, develop, and lead the pursuit of new data collection opportunities within Combatant Commands and Service Components.
    • Manage and mentor multi-disciplinary staff responsible for data entry, review, and validation, fostering a culture of accuracy and accountability.
    • Establish and maintain rigorous data collection procedures, schedules, and documentation to ensure consistency and transparency.
    • Perform and oversee comprehensive Quality Assurance and Quality Control (QA/QC) reviews to identify and correct data gaps or inconsistencies.
    • Collaborate with project managers, technical analysts, and government stakeholders to translate complex mission needs into clear data requirements.
    • Track progress against critical milestones and provide regular, high-level status updates to project and client leadership.
    • Ensure all data handling, storage, and transfers comply with organizational policies, contractual requirements, and federal security standards.
    • Drive continuous improvement by recommending innovative tools, methodologies, and processes to increase data collection efficiency.

Required Experience/Clearance

    • Active Top Secret with SCI security clearance.
    • 10 + years of professional leadership experience.
    • At least 3 years of experience within the National Security space (Defense, Military Services, Intelligence Community, or Law Enforcement).
    • Demonstrated experience in proposal development, including preparation, analysis, writing, and review.
    • Proven track record managing data collection, research, or field operations in a complex environment.
    • Strong organizational and project management skills with the ability to lead distributed teams.
    • Experience engaging and building relationships with high-level federal government clients.

Desired Experience

    We encourage all candidates who meet the basic requirements to apply, even if you do not have any of the following experience:

    • Bachelor’s degree in a relevant field.
    • Experience developing Standard Operating Procedures (SOPs) or formal data collection protocols.
    • Familiarity with Data Visualization, Reporting, or GIS (Geographic Information Systems) tools.
    • Experience supporting technical, scientific, or research-oriented projects for government clients.
    • Advanced knowledge of data quality control processes and analytical methodologies.
The salary range provided for this position represents the anticipated base salary for successful candidates. Actual compensation will be determined based on a variety of factors, including relevant experience, education, certifications, skills, security clearance level, geographic location, market conditions, and internal equity. In addition to base salary, eligible employees may participate in Redhorse's comprehensive benefits programs and may be eligible for performance-based or other incentive compensation, where applicable.
