
We are seeking a strategic and operationally strong Delivery Enablement Lead to help establish, scale, and operationalize enterprise delivery governance across OCI’s global data center delivery portfolio.
Operating within the Chief of Staff organization, this role is responsible for developing scalable delivery enablement frameworks, operational playbooks, governance artifacts, process standards, adoption mechanisms, and light automation solutions that improve consistency, execution discipline, and cross-functional alignment across rapidly expanding programs and campuses.
This role will partner closely with Program E2E, PMO Integration, Construction Delivery, Site Project Controls, Cost Controls, Scheduling, Design, TPM, DCBT, Commissioning, Quality, Logistics, Supplier Performance, Workforce Planning, and Reporting Automation teams to ensure enterprise standards are translated into usable tools, repeatable processes, and practical execution support.
This is an enterprise delivery enablement and operational maturity role focused on turning governance intent into scalable operating mechanisms, templates, workflows, tools, and adoption support that help teams execute consistently without shifting site-level accountability away from the functional owners closest to the work.
Core Responsibilities
Delivery Enablement & Operational Governance
Support the development and operationalization of enterprise delivery governance frameworks across OCI construction programs
Translate enterprise governance standards into practical tools, workflows, templates, and playbooks that can be adopted by program and site teams
Develop scalable enablement mechanisms supporting:
governance adoption
execution tracking
issue follow-through
meeting cadence discipline
action management
risk and escalation workflows
standard work processes
operating model documentation
Partner with Delivery Operations & Governance leads to ensure enterprise standards are clear, usable, and consistently implemented
Help bridge the gap between strategy, governance design, and day-to-day operational adoption
Process Standardization & Delivery Playbooks
Develop standardized delivery playbooks, process maps, templates, and operating guides that improve consistency across regions, campuses, and delivery teams
Support documentation of repeatable processes for:
program governance
site governance
escalation management
action tracking
risk and issue management
schedule/cost reporting handoffs
supplier performance follow-up
cross-functional coordination
lessons learned capture
Partner with Program E2E, PMO Integration, and site teams to identify where processes need to be simplified, clarified, or scaled
Create practical “how we operate” materials that support onboarding, training, and adoption across delivery teams
Ensure delivery artifacts are version-controlled, easy to use, and aligned to enterprise governance expectations
Governance Tools, Automation & Reporting Enablement
Partner with Reporting Automation and Tooling teams to identify opportunities for scalable visibility tools, workflow automation, and data consistency improvements
Develop lightweight automation, trackers, dashboards, and operational tools where appropriate to reduce manual effort and improve governance discipline
Support requirements gathering for reporting tools, workflow systems, action trackers, intake mechanisms, and delivery visibility solutions
Help define user requirements, business logic, and adoption needs for tools supporting:
executive reporting
action tracking
risk and issue visibility
delivery milestone tracking
supplier performance tracking
governance compliance
process maturity monitoring
Partner with technical and reporting teams to ensure tools solve real operational problems and are adopted by the teams expected to use them
Support the creation of data hygiene routines, reporting checklists, and source-of-truth expectations across delivery processes
Operating Rhythm & Execution Support
Support the design and operation of scalable governance routines, including recurring reviews, action tracking processes, operating calendars, and follow-up mechanisms
Help maintain governance control calendars supporting:
executive reviews
portfolio reviews
program reviews
site governance routines
supplier performance reviews
risk and escalation reviews
reporting cutoffs and submission deadlines
Ensure governance routines have clear agendas, inputs, outputs, action owners, and escalation paths
Partner with Program Governance Lead and PMO Integration to improve meeting discipline, decision tracking, and cross-functional follow-through
Support preparation of materials, dashboards, trackers, and artifacts needed for leadership and cross-functional operating reviews
Adoption, Change Management & Training
Develop adoption plans for new governance processes, delivery standards, templates, tools, and operating mechanisms
Create training materials, quick-reference guides, onboarding materials, and user documentation to support consistent usage across teams
Partner with PMO Integration and site teams to identify adoption barriers and improve usability of governance processes
Support rollout planning for new operating standards, including:
stakeholder mapping
communications planning
training approach
adoption tracking
feedback loops
continuous improvement cycles
Gather user feedback from program and site teams to improve tools, templates, and process design
Help ensure enterprise processes are adopted in a way that supports execution rather than creating unnecessary administrative burden
Cross-Functional Coordination & Process Integration
Partner across delivery, controls, design, engineering, TPM, logistics, commissioning, quality, workforce planning, supplier performance, and reporting teams to improve process integration
Identify handoff gaps, duplication, unclear ownership, and friction points across delivery workflows
Support development of cross-functional process maps clarifying inputs, outputs, decision points, owners, and escalation paths
Help ensure enterprise governance processes connect effectively across:
Planning
Scheduling
cost controls
design readiness
procurement and logistics
construction execution
commissioning readiness
supplier performance
operational readiness
Serve as a practical enablement partner to help teams understand how enterprise governance standards apply to their execution workflows
Operational Maturity & Continuous Improvement
Support the development of delivery maturity assessments, process improvement roadmaps, and operational health indicators
Capture lessons learned from campuses, programs, and functional teams to improve future delivery processes
Identify recurring execution pain points and recommend scalable solutions, process changes, or governance improvements
Partner with Delivery Operations & Governance leadership to sequence improvement initiatives based on business impact, urgency, and adoption readiness
Help develop repeatable approaches for improving execution discipline, predictability, and operational consistency as OCI scales globally
Support continuous improvement initiatives focused on reducing rework, improving handoffs, increasing visibility, and simplifying execution workflows
Knowledge Management & Delivery Documentation
Build and maintain a centralized library of delivery governance artifacts, process guides, templates, playbooks, and enablement materials
Ensure teams have access to current versions of enterprise delivery standards and operating documents
Support documentation of decision rights, RACIs, governance routines, process flows, and escalation models
Partner with onboarding and workforce planning teams to ensure new hires understand core delivery governance processes and operating expectations
Create reusable enablement assets that reduce dependency on tribal knowledge and improve scalability across regions and campuses

US: Hiring Range in USD from: $102,300 to $209,500 per annum. May be eligible for bonus and equity.
