This is a remote position.
The
Data Architect
will support the Louisiana Department of Health (LDH) on the OPH BHI project. This role is responsible for designing the vision and blueprint of the organization's data framework, including managing data systems and setting policies for how data is stored and accessed. The Data Architect will coordinate various data sources within the agency, integrate new data technologies into existing IT infrastructure, and lead data modeling, design, and database administration activities. This is a temporary IT staffing engagement administered through the Louisiana Office of Technology Services (OTS).
Responsibilities:
Design the vision and blueprint of the organization's data framework to support public health informatics objectives.
Design and manage data systems, establishing policies for how data is stored, accessed, and governed.
Coordinate various data sources within the organization to ensure consistency and integrity across the data environment.
Integrate new data technologies into existing IT infrastructures.
Perform data modeling and design activities to support reporting, analytics, and operational needs.
Develop and maintain ETL pipelines to support data movement and transformation.
Write and optimize SQL queries in support of data operations and system requirements.
Administer database environments in coordination with application and infrastructure teams.
Submit weekly status reports detailing completed and ongoing project activities, including risks as applicable.
Maintain accurate records of work performed and hours expended in accordance with OTS Task Order requirements.
Requirements
Minimum Qualifications:
10 years of professional experience in data ecosystems, including writing SQL queries, building ETL pipelines, and designing data architecture.
Bachelor's degree in Computer Science, Computer Engineering, Data Science, Management Information Systems, or Information Technology.
Prior experience working with public health agencies (e.g., CDC, NIH, or State Departments of Health) to modernize legacy data infrastructures.
Additional Requirements:
Must complete all onboarding processes required by OTS and the Louisiana Department of Health.
Must comply with Louisiana State confidentiality requirements and applicable federal regulations, including IRS Publication 1075 FTI safeguarding requirements.
Must comply with HIPAA Business Associate obligations as defined in the Task Order addendum.
Must be capable of communicating fluently in English, both verbally and in writing.
Work Location and Schedule:
Location: Continental United States (remote); on-site at Louisiana State Office Building as required.
Schedule: Core hours are 7:00 AM to 6:00 PM CT; candidate may be required to work evenings, weekends, and State holidays to meet critical deadlines.
Work Arrangement: Primary work location is contractor remote facility.
