This position requires experience in Data strategy, Data and analytics governance, Data modeling, Data architecture, Data and analytics security, Master data management (MDM), Metadata management and developing linkages between systems.
• Understand what the data is and how it is used in the business processes.
• Experience in identifying structural solutions working with database administrators and analyst to secure easy access to data.
• Experience with designing, creating, deploying and managing data architecture.
• Responsible for the delivery of a robust scalable data architecture that meets the business goals of the organization.
• Ensure the design can scale to handle additional data demands.
• Experience in data modeling including enterprise data modeling to include conceptual, logical and physical data models.
• Experience defining how the data will be stored, consumed, integrated and managed by different data entities and IT systems, as well as any applications using or processing that data.
• Provides a standard common business vocabulary, expresses strategic data requirements, outlines high level integrated designs to meet these requirements, and aligns with the enterprise strategy and related business and technical architecture.
• Experience and knowledge in setting principles, models of data that enable implementation of the intended business architecture, create diagrams showing key data entities, and create an inventory of the data needed to implement the architecture vision.
• Experience in organizing data at the macro level and the micro level, providing a logical data model as a standard of consuming applications to inherit and a logical data model with elements and business rules needed for creation of data quality rules.
• Proven experience in data architecture, analysis and management, with excellent problem-solving abilities.
• Ability to develop strategy documents, roadmaps, plans, socialize concepts, develop business cases, liaise with teams for planning and implementation.

Required Skills and Experiences:
• This role requires a bachelor's degree in computer science, information systems or a related study (Or equivalent project-related experience).
• A minimum of ten (10) years of experience in IT, with at least five (5) years in information system design.
• In-depth experience of designing and implementing information solutions.
• Hands-on experience with implementing data and analytics management programs is preferred.
• Three (3) to five (5) years' experience as a data analyst is highly desirable.
• Effective conceptualization, pattern recognition and teaming skills.
• Business acumen, and the ability to communicate to executives, business domain stakeholders and technical staff alike.
• Demonstrated influence, communication, presentation and facilitation skills.
• Experience with innovation and ideation methods, such as design thinking.
• Business domain, data/content and process understanding.
• System integration experience, including interface design, and familiarity with web-oriented architecture techniques.
• Data modeling and information classification expertise at the enterprise level.
• Understanding of common information architecture frameworks and information models.
• Knowledge of Department of War (Dow) Enterprise Architecture artifacts a plus.
• Understanding of metamodels, taxonomies and ontologies, as well as of the challenges of applying structured techniques (data modeling) to less-structured sources.
• Familiarity with data science concepts, as well as Meta Data Management (MDM), business intelligence, and data warehouse design and implementation techniques.
• Experience with distributed management and analytics in cloud and hybrid environments.
• Also, an understanding of a variety of data access and analytics approaches (for example, microservices and event-based architectures).
• Knowledge of problem analysis, structured analysis and design, and programming techniques.
• Ability to assess rapidly changing technologies and apply them to business needs.
• Strong communication and persuasion skills, including the ability to create marketing and messaging materials that meet stakeholder needs.
• Ability to analyze project, program and portfolio needs, as well as determine the resources needed to achieve objectives and overcome cross-functional barriers a plus.
• In-depth understanding of solution, business, information and data architectures.
• Ability to learn and absorb new concepts quickly (in business and in systems), apply new knowledge as appropriate, and mentor others.
• Experience with a variety of data model tools.
• Experience of Cloud managed service offering will be preferred.
• Prior experience with Department of War (DoW) or Department of Navy (DON) a plus.
• Specific Federal Law enforcement (LE) information domain knowledge or previous experience working in LE organizations a plus.
• This position requires the person(s) to be eligible and adjudicated to TS/SCI clearance level at contract start.
