The West Kowloon Cultural District Authority welcomes exceptional talent with a passion to realise the vision and mission of making the West Kowloon Cultural District a prime local and international destination for arts, culture and entertainment.

You will be responsible for:

• contributing to enterprise data architecture and development roadmap to underpin the business strategic initiatives and enterprise technology framework of WKCDA;
• grounding data architecture decisions and governance practices with business priorities, operational requirements and organisational objectives, ensuring data capabilities are developed to deliver practical and sustainable business value;
• supporting the development of data governance and operational models for the Authority and convert data principles into actionable standards;
• leading the Data Governance Taskforce that defines data ownership, stewardship and privacy policies; as well as setting up practical governance and accountability mechanisms for AI adoption;
• converting data and AI architectural design principles and governance requirements into practical guidelines and checklists to steer delivery decisions;
• building blueprints and patterns integrating data platforms, business applications, and data products within the Authority;
• advising project teams on data and AI related architecture standards, best practices and governance requirements;
• mentoring teams on data governance and data modelling practices;
• ensuring data and AI architecture design artifacts are documented for reuse and traceability, aligning with the EA framework;
• proactively monitoring data and AI related technology trends and update stakeholders for potential opportunities; and
• performing any other duties from time to time as the Authority may reasonably direct.

You should:

• possess a recognised university degree or above in computer science, information systems or equivalent;
• have a minimum 8 years of IT experience, preferably supporting large-scale strategic programs or projects;
• be either a data governance lead with technical experience, or a data engineer who understands data governance and operates under such, have experience working in a data hub, analytics and other data applications is a big plus;
• demonstrate strong business acumen with the ability to translate business priorities into data architecture direction, governance recommendations and actionable data capabilities;
• be well conversant with data governance and privacy protection legislations and policies;
• be comfortable reviewing enterprise data modelling, data life cycle management and data-related technologies, e.g., data visualization/dashboards, analytics tools, and data platforms;
• have a good understanding of IT governance and enterprise architecture frameworks, TOGAF or similar certification is a plus, not mandatory;
• have exposure to AI-enabled solutions or AI governance practices in enterprise is a plus;
• demonstrate the passion and ability to learn and adapt to new technologies;
• exhibit strong leadership and communication skills with the ability to influence stakeholders up to the executive level;
• be technically creative, analytical, and methodical in problem solving;
• be able to build good relationships with different stakeholders across the organisation; and
• be proficient in written and spoken English and Chinese.
