Job Description

The West Kowloon Cultural District Authority welcomes exceptional talent with a passion to realise the vision and mission of making the West Kowloon Cultural District a prime local and international destination for arts, culture and entertainment.

You will be responsible for:

  • formulating the enterprise data architecture and development roadmap to underpin the business strategic initiatives and overall Enterprise Architecture (EA) framework of WKCDA;
  • institutionalizing data governance, design principles, standards and operational models for the Authority;
  • facilitating the definition of ownership and stewardship of data and models, and collaborating on engagement and accountability mechanisms regarding data and AI technology adoption;
  • operationalizing data and AI architectural design principles and governance requirements into practical guidelines to steer technology and operational decisions;
  • recommending patterns and techniques used to design and build industry-scale data hub solutions for exchanging data with the business applications and data products within the Authority
  • identifying and providing expert advice on technical best practices, potential risks avoidance and mitigation measures with regard to data and AI related domains;
  • nurturing project team members on the value of data governance and establish best practices that guide technology decisions for the Authority;
  • ensuring data and AI architecture design artifacts are documented in a structured fashion, in adherence with the EA framework, to enable sharing and drive reuse;
  • keeping abreast of the latest trends in data and AI related technologies, ensure timely exploration and proactively communicate potential value cases; and
  • performing any other duties from time to time as the Authority may reasonably direct.

You Should:

  • possess a recognised university degree or above in computer science, information systems or equivalent;
  • have a minimum 10 years of IT experience, with one year or more of experience in Data Architect-related roles being preferable;
  • have track record of active engagement with data governance practices in large-scale organisations;
  • have proven experience in architecting and developing large-scale data hub, big data analytics and/or other data service applications or software systems;
  • have practical experience in developing, implementing, or applying AI technologies or products for enterprise use cases;
  • possess practical experience in steering AI technology adoption, with a firm grasp of related applications and techniques, is highly preferrable;
  • be familiar with enterprise data modelling, data life cycle management and data-related technologies, including but not limiting to big data platforms, data analytics tools, data visualization and dashboards;
  • be well conversant with data governance and privacy protection legislations and policies;
  • have good understanding of IT governance and enterprise architecture frameworks, and preferably be certified with relevant qualifications such as TOGAF;
  • demonstrate the passion and ability to learn and adapt to new technologies;
  • exhibit strong leadership and communication skills with the ability to influence stakeholders up to the executive level;
  • be technically creative, analytical with a methodical approach in problem solving;
  • be able to build good relationships with different stakeholders across the organisation; and
  • be proficient in written and spoken English and Chinese.

About West Kowloon Cultural District Authority

Stretching across 40 hectares of reclaimed land, WestK is one of the largest cultural projects in the world, blending art, education and open space.

Its vision is to create a vibrant cultural quarter for Hong Kong where the local arts scene can interact, develop and collaborate. Providing 23 hectares of public open space with two kilometres of vibrant harbour-front promenade it will also include a variety of arts and cultural facilities that will produce and host world-class exhibitions, performances and arts and cultural events.

A Development Plan for the District, based on well-received Foster + Partner’s Conceptual Plan, was approved by the Chief Executive-in-Council in January 2013. Overlooking the magnificent Victoria Harbour, the District will begin to take shape over the next decade.

By developing this sizable project in phases we can start to bring the district to life. The Xiqu Centre, Freespace, Art Park, M+, Hong Kong Palace Museum and Lyric Theatre Complex, will be developed as a first batch of facilities aiming for opening to the public.

Although the whole project will take time to complete, we are already busy organising a wide range of cultural activities on site. Visit our website for details of upcoming events. Led by the Board and an executive team comprising experts from different sectors, our vision is to build a vibrant cultural quarter for the city, dedicated to bringing together local and international artists and audiences to be inspired and to celebrate the arts.
