Job Description

IEM is looking for a Full Time - Data Analyst III to work within our Puerto Rico Critical Infrastructure team. The Data Analyst III role is responsible for transforming complex data into actionable insights. This position analyzes large data sets, develops predictive models, and produces reports that guide business decisions. The Data Analyst III ensures data integrity, identifies trends within client populations, and collaborates with teams to streamline data processes. Additionally, the role involves defining data requirements, optimizing reporting, and effectively communicating results in a fast-paced, dynamic environment.

Primary Location:

  • Candidate must live a commutable distance to San Juan or Guaynabo, Puerto Rico. with a team.
  • Work in an Office Environment

Travel Requirements:

  • This position may require travel to complete work assignments or attend meetings.

Essential Functions:

  • Work with large data sets.
  • Develop data analysis and forecast models.
  • Extrapolate conclusions from large data sets.
  • Develop, maintain, and optimize data processing scripts and analytical workflows using programming languages such as Python, R, SQL, or similar, as well as low-code platforms including Power Apps, Power BI, and Appian.
  • Design and implement automated data pipelines to extract, transform, and load (ETL) data from multiple sources, leveraging both traditional programming approaches and tools such as Power Platform and Appian integrations.
  • Build reusable code libraries, scripts, and application components to support data validation, transformation, and reporting processes across platforms such as Power BI, Power Apps, and Appian.
  • Integrate data across multiple platforms and systems—including Power Platform (Power BI, Power Apps), Appian, and enterprise databases—to improve accessibility, consistency, and reporting efficiency.
  • Analyze data and generate useful business reports.
  • Maintain databases and conduct routine maintenance as needed to ensure data integrity.
  • Outline the specific data needs for each client and/or business method analysis project (e.g. gather end user business requirements).
  • Communicate with client teams about data changes or requirements.
  • Work with management team to create a prioritized list of needs.
  • Effectively collaborate with IEM’s Disaster Response & Recovery management and system development team to understand company needs and devise possible solutions, including the ability to:
  • Identify and recommend efficient streamlined data and reporting processes.
  • Streamline data collection and analysis procedures to ensure fast access to metrics.
  • Optimize joint development efforts through appropriate database use and project design.
  • Communicate results and ideas to key decision makers.
  • Able to work under pressure and in short time frames.
  • Ability to be flexible and adapt quickly to changes during each assignment.

Minimum Qualifications:

  • Experience: Five (5) years or more of experience in data mining, management or analysis consulting.
  • Degree: Bachelor’s degree from an accredited institution.
  • Bilingual: English and Spanish.
  • Programming Skills: Demonstrated experience with programming or scripting languages such as Python, R, SQL, or similar, including experience in data manipulation, automation, and reporting.
  • Advanced use of all Microsoft Office applications including Excel, Word, Outlook, Access, and PowerPoint.
  • Intermediate to advanced use of Tableau, Microsoft Project and Visio.

Preferred Qualifications:

  • Experience: Eight (8) years or more of experience in data mining, management or analysis consulting.
  • Advanced Programming Experience: Experience building scalable data solutions, automation tools, dashboards, or integrations using programming languages and modern data platforms.
  • Knowledge of federally funded programs, processes, policy and requirements.
  • Experience in the operations of FEMA Public Assistance program and CDBG-DR.
  • Basic to intermediate use of internet platforms.
  • Consultative skills.
