Summary

This is professional data management and analysis work in support of a City division or department.

An employee in this class performs data management and analysis activities including research, regulatory reporting, problem-solving, and performance monitoring in order to increase efficiency and effectiveness of City operations.

Works under the direction of a manager or senior staff member with opportunity to exercise independent judgment in carrying out assignments. Work is reviewed for conformance to policy and professional standards.

Note: This is NOT a remote or hybrid position. This is a Monday - Friday, in-office position.

Examples of duties

Performs Business Intelligence functions such as collection, organization and analysis of financial and operational data from various information systems and operational areas within the City to facilitate management reporting and support management decision-making. Works with a range of internal and external team members to assess data needs and to identify opportunities for more efficient processes and techniques. Assesses department data and data collection processes and recommends the design or re-design of data management systems. Designs, manages, or integrates software applications to incorporate new processes or streamline existing tasks/processes. Develops framework for collection of and reporting of data. Develops internal and external dashboards, reports, and other items that operationalize data and explain issues and performance in ways that are easily understandable and actionable. Provides administrative, operational, and technical support by compiling and analyzing data relating to staffing and the provision of services. Performs validation and testing of models to ensure accuracy and completeness of data. Provides tracking of operational metrics and key performance indicators (KPIs). Applies various analytical, statistical, and business analysis methods to data to increase understanding of factors that influence service, evaluate department effectiveness, support budget monitoring, and contribute to data quality. Communicates key insights revealed through data analysis including creating compelling and intuitive data visualizations to aid in the comprehension of complex topics. Presents information verbally and in writing to a broad range of stakeholders. Champions the use of data to drive decisions with other divisions and agencies. Performs research and other special projects as directed. Attends training and actively pursues professional development to keep abreast of best practices associated with data science. Develops, administers, and maintains end-user training and user documentation. Performs data entry accurately and efficiently. Drives to various locations for meetings and training. Performs related work as required.

Qualifications

Graduation from an accredited college or university with a baccalaureate degree in statistics, mathematics, data analytics, computer science or comparable data analytic degree and a minimum of three years of professional paid experience in data analysis and government or business analytics. A graduate degree in statistics, data analytics, business administration, or a comparable data analytic degree may be substituted for one year of the paid experience requirement. Possession of a valid State of Ohio driver's license.

Knowledge of the principles of management involved in strategic planning, resource allocation, and the coordination of work. Knowledge of City organization, policies, and procedures. Knowledge of quantitative, qualitative, and statistical research methods. Knowledge of data management best practices including security and metadata guidelines. Knowledge of the structure and content of the English language including spelling, composition, and grammar.

Skill in interacting with employees at all levels of the organization. Skill in conducting research and data analysis. Skill in the use of personal computers with standard and customized business software. Skill in applying logic and reasoning. Ability to prepare and present complex technical reports. Ability to effectively communicate verbally and in writing. Ability to explain complex data concepts in simple terms. Ability to develop and administer written and oral training on technical matters. Ability to anticipate, identify, and define complex problems and review related information to develop and evaluate options and implement solutions. Ability to effectively utilize inductive and deductive reasoning. Ability to type a minimum of 30 correct words per minute. Ability to safely operate a motor vehicle. Supplemental information

This is a classified position.

The selection process will consist of a competitive examination with credit for education and experience. A passing score must be obtained on the competitive examination in order to receive credit for education and experience. TEST WEIGHTS: Competitive Examination 70%, Education 20%, Experience 10%.

Candidates must meet the qualifications and requirements listed in the announcement at the time of examination and at the time of appointment.

NOTE: The competitive examination may be suspended if shown to be impractical because of an insufficient number of qualified candidates. The candidates will then be ranked in a standard manner based on 70% for qualifying, 20% for education, and 10% for experience.

RESIDENCY: Candidates who have been resident citizens within the corporate limits of the City of Akron for at least one year immediately prior to the examination and who continue to reside within the corporate limits of the City of Akron throughout the remainder of the selection process will have 5 points added to their passing grades. VETERANS: A veteran of the Armed Forces of the United States, honorably discharged from active duty, desiring a bonus of 5 points added to their passing grade, must submit proof of discharge in the form of a DD-214 with application.

Since this examination is posted on a combined basis, two separate eligibility lists will be generated with promotional candidates considered before open candidates.

DRIVER S LICENSE: An applicant having a valid driver's license from another state will be accepted conditionally provided that, if selected, an Ohio Driver's License must be obtained prior to appointment. Candidates having six or more points on their driving record at the time of appointment will be disqualified from further consideration.
