Salary Range: $65,000 – $77,000 annually, commensurate with experience and qualifications.

The Department of Children and Families is seeking a Data Analyst – Contracting & Procurement to support statewide contracting and procurement operations within the Office of Contracted Client Services (OCCS).

This position serves as an integrated analytics and policy support role, using data to inform contracting and procurement guidance, process improvements, and executive decision-making. The incumbent works closely with the Chief Procurement Officer and OCCS leadership to improve efficiency, compliance, risk management, and operational consistency across the contracting lifecycle.

The role balances data analysis and performance reporting with policy, guidance, and process analysis, ensuring that data-driven insights directly inform operational and policy improvements.

Key Responsibilities

  • Analyze contracting, procurement, compliance, and training data to identify trends, risks, and improvement opportunities.

  • Develop, maintain, and enhance dashboards, standardized reports, and performance metrics for executive and operational use.

  • Translate complex datasets into clear, decision-ready insights for leadership and program staff.

  • Support risk-based oversight and compliance monitoring through data-driven analysis and reporting.

  • Use analytical findings to support development, revision, and refinement of contracting and procurement policies, procedures, and guidance.

  • Assist in maintaining Department contracting guidance, templates, tools, and Playbook materials.

  • Conduct research and analysis related to statutes, rules, and best practices governing public-sector contracting and procurement.

  • Provide technical assistance and policy guidance to OCCS staff and program offices, informed by observed data trends.

  • Support implementation and evaluation of policy and process improvements by developing performance measures and analytical support materials.

  • Assist OCCS in preparing for future analytics capabilities and system implementations, including Contract Management System-enabled reporting.

Knowledge, Skills, and Abilities

Knowledge of:

  • Public-sector contracting and procurement processes

  • Florida procurement and contracting statutes and rules (including Chapters 215, 216, 255, 287, 402, and 409, F.S., and Rule 60A-1, F.A.C.)

  • Data analysis, performance measurement, and reporting methodologies

  • Policy development and operational process improvement practices

Skills in:

  • Data analysis, visualization, and dashboard development (e.g., Power BI, Tableau, Excel, or similar tools)

  • Researching, drafting, and revising policies, procedures, and operational guidance

  • Translating data and regulatory requirements into clear, actionable recommendations

  • Communicating analytical and policy information to technical and non-technical audiences

Ability to:

  • Integrate data analytics with policy and operational decision-making

  • Independently manage complex analytical and policy-related assignments

  • Balance competing priorities across analytics and guidance responsibilities

  • Collaborate effectively with leadership, program offices, and technical partners
