About the Program
The Australia PNG Subnational Program (APSP) is an enabling mechanism comprised of four separately designed programs including: Bougainville Partnership (BP), Kokoda Initiative Partnership (KIP), the Subnational Governance Implementation Plan (SGIP), and the Western Province Partnership (WPP). Each program has its own outcomes, theory of change, operational approach and separate monitoring and evaluation systems.
The APSP Facility has two End of Facility Outcomes (EOFO):

About the Opportunity
The APSP Data Analyst will support the implementation, administration, and sustained use of APSP’s new Management Information System (MIS) and related reporting tools. Reporting to the APSP Performance and Learning Lead, the role will provide practical data management, analytics, reporting, visualisation, user support, and quality assurance to ensure APSP performance and operational data is accurate, complete, accessible, and useful for decision-making.
Administer, configure, maintain, and routinely update the new MIS, registers, trackers, dashboards, reporting tools, and related data workflows in line with APSP’s agreed performance, reporting, and data governance requirements.
Work closely with APSP MERLA colleagues, program component teams, operations and management services staff, partners, and relevant support teams to coordinate data migration, cleaning, validation, reporting, dashboard maintenance, user guidance, and practical support for consistent use of the new MIS and associated tools.
Key responsibilities
The APSP Data Analyst will provide practical data, analytics, visualisation, reporting, and user support to implement and sustain APSP’s new Management Information System (MIS). The role will focus on maintaining and improving use of the new MIS. The responsibilities to be reviewed and finalised once the MIS is fully implemented.
Specifically, the Data Analyst will:
Maintain APSP’s new MIS, registers, trackers, dashboards, and reporting tools to ensure performance and operational data is accurate, complete, secure, accessible, and audit-ready.
Coordinate data migration, upload, cleaning, validation, and routine updating within the new MIS, drawing on APSP program components, partners, surveys, monitoring tools, activity reports, financial or operational sources, and other agreed systems.
Develop, maintain, and improve MIS-generated reports, dashboards, Excel-based reporting tools, and other data visualisation products that provide clear visibility of APSP performance, progress against indicators, activity milestones, geographic coverage, beneficiary reach, risks, and learning priorities.
Support the PL Lead, PL Team, and Program Component MERLA teams to prepare timely, high-quality data and analysis for DFAT reporting, six-monthly and annual progress reporting, management updates, learning products, evaluation processes, and strategic decision-making.
Assist APSP program component teams to apply consistent data definitions, templates, coding structures, indicator tracking approaches, and quality assurance processes within the new MIS and related reporting workflows.
Identify data quality issues, gaps, inconsistencies, duplication, and reporting bottlenecks, and work with relevant colleagues to resolve issues and strengthen data reliability.
Support the practical rollout and use of MIS-linked monitoring tools, survey instruments, beneficiary feedback mechanisms, baseline and follow-up datasets, and activity review data collection processes.
Analyse trends, risks, bottlenecks, implementation patterns, and performance results to generate practical insights that inform adaptive management, planning, value for money analysis, and learning.
Use the existing MIS and Microsoft 365 tools, including Excel, SharePoint, Forms, Teams, and Power Automate where appropriate, to streamline data collection, approvals, reminders, reporting workflows, document management, and version control.
Prepare user guidance, templates, standard operating procedures, and short training materials to support consistent use of the new MIS, dashboards, and reporting tools.
Ensure all MIS administration, data management, analytics, visualisation, automation, and reporting activities comply with Abt Global policies, DFAT requirements, safeguarding expectations, privacy and confidentiality obligations, and APSP administrative procedures.
Surge support fieldwork
Implement any other reasonable instructions from management.
Key deliverables

MIS-generated reports, dashboards, and Excel reporting tools maintained, improved, and regularly updated
Cleaned, validated, and documented datasets for routine reporting, evaluation, learning, and management use
Six-monthly, annual, and ad hoc performance data packages prepared for PL Lead review and DFAT reporting
Data quality assurance checks completed and issues documented, escalated, and resolved in collaboration with relevant teams
Templates, user guidance, standard operating procedures, and training materials for consistent use of the existing MIS, dashboards, and reporting tools
Analyse briefs, visual summaries, maps, charts, or dashboards that support APSP learning, planning, adaptive management, and value for money discussions

About You
For applications to be considered, a response to the key selection criteria below must be provided
KSC 1. Demonstrated experience in data analysis, information management, reporting, monitoring and evaluation, business intelligence, or systems support, preferably in an international development, donor-funded, public sector, or complex program environment.
KSC 2. Demonstrated capability in administering, configuring, maintaining, and supporting implementation of an existing MIS, registers, trackers, dashboards, and reporting tools with a high level of accuracy, completeness, confidentiality, and attention to detail.
KSC 3. Proficiency in Microsoft Excel and demonstrated experience using comparable business intelligence, dashboard, or reporting tools to develop, maintain, or enhance dashboards, data models, visualisations, and management reports.
KSC 4. Demonstrated ability to collect, clean, validate, analyse, interpret, and present quantitative and qualitative data from multiple sources, identify trends and risks, and translate findings into practical insights for non-technical audiences.
KSC 5. Experience supporting monitoring, evaluation, reporting, learning, or adaptive management systems, including indicator tracking, survey data, baseline or follow-up datasets, performance reporting, and data quality assurance.
KSC 6. Demonstrated ability to work collaboratively with MERLA, program, operations, partner, and management teams to understand information needs and deliver practical, user-friendly data and reporting solutions.
