SALARY RANGE (Grade 14A) CSA311: $87,293.31/yr. -- $130,530.11/yr (Commensurate with experience)
The Office of the State Auditor (OSA) operates within a hybrid data environment that includes both on-premises Microsoft SQL Server and Azure Government (GCC) cloud services. The Database Administrator (DBA) plays a key role in securely operating, optimizing, and evolving these platforms. This position supports the full lifecycle of data management across on-premises and cloud systems, aligns operations with data governance and DevOps best practices, and collaborates closely with architecture and security teams to deliver reliable, cost-effective, and compliant data services.
The DBA serves as a technical consultant to development teams, maintains and enhances mission critical databases, and ensures the integrity, performance, and availability of OSA’s data assets across internally developed applications, third-party systems, and data warehouse solutions
Receives supervision and direction from the Assistant Director of IT, Development, and Special Projects
Provides technical supervision over 1-3 contract personnel on an as needed or by project basis
·Maintain an accurate inventory of all servers, databases, and Azure data services; ensure lifecycle management and adherence to naming conventions and organizational standards.
·Create new and maintain existing PowerShell and DOS scripts used to monitor database availability and health.
·Troubleshoot database issues, recovery, and resolve SQL Server errors and failures.
·Provide high availability, performance tuning, and proactive maintenance for new and existing databases.
·Assist OSA IT employees charged with managing storage for on-premises and Azure database-related services, including monitoring utilization, organizing storage layout, and supporting archival and data retention processes.
·Assist OSA developers with performing ad hoc data loading and data manipulation tasks as needed.
·Maintain and improve backup and recovery strategies, ensuring systems meet OSA business continuity and disaster recovery requirements.
·Administer and enhance database security configurations, including encryption at rest and in transit, firewall rules, and vulnerability remediation.
·Manage database access control mechanisms, implement RBAC, and maintain service or managed identities in alignment with OSA security policies.
·Configure and administer SQL Server Auditing across all databases.
·Create, schedule, and monitor SQL Server Agent jobs and other automated processes supporting applications, data exchanges, and ETL/ELT workloads.
·Administration and deployment of ETL processes and data pipelines powered by SQL Server, SSIS, Azure Data Factory, or GitHub Actions.
·Manage database schemas, indexes, constraints, and related metadata to optimize application performance and maintain integrity.
·Provide guidance to development teams on database standards, conventions, and best practices.
·Lead or support projects involving database related technologies.
·Work closely with system administrators, developers, and other IT staff to troubleshoot, enhance, and support enterprise applications and data services.
·Research and evaluate emerging database services and technologies to recommend improvements.

The successful candidate will possess and/or demonstrate:
·A Bachelor’s Degree in a technology related area, including Information Systems, Engineering, or Mathematics.
·5-10 or more years administering and securing Microsoft SQL Server
·MS SQL, Azure database-related services, PostgreSQL, Native SQL, and Rubrik for database backup and recovery
·Experience with performance tuning, query and index optimization, and workload right-sizing.
·Proficiency with SQL Server monitoring tools and exposure to TSQL, including stored procedures and triggers.
·Strong communication, organizational skills, and ability to collaborate effectively across the organization.
·Demonstrated experience with process improvement through prior technical implementations.
·Strong knowledge of security best practices to protect sensitive information
·Understanding of business continuity and disaster recovery practices
·Five or more years of SQL Server platform experience with advanced DBA responsibilities.
·Experience supporting small to mid-size organizations with diverse database needs.
·Experience working with audit, healthcare, or government data.
·Hands-on experience with ETL and data pipeline technologies such as SSIS, Azure Data Factory, and GitHub Actions.
·Experience with GitHub and Git based workflows.
·Experience administering platforms supporting business intelligence tools (SSAS, SSRS, Power BI).
