Dam Break Analysis & Emergency Planning Specialist (National Expert)

Experience: Minimum 15 years of relevant experience in dam break analysis, hydraulic and hydrologic modelling, flood routing, and emergency planning for dam and water resources projects.

We are seeking an experienced Dam Break Analysis & Emergency Planning Specialist (National Expert) to provide technical expertise in dam break analysis, flood inundation modelling, emergency action planning, and hydraulic simulations for dam safety and water resources projects. The ideal candidate will possess extensive experience in hydrologic and hydraulic modelling, preparation of Emergency Action Plans (EAPs), inundation mapping, and integrated reservoir operation studies using internationally recognized modelling tools.

Key Responsibilities

  • Lead dam break analysis and flood inundation studies for existing and proposed dam projects.
  • Develop and calibrate hydrologic and hydraulic models using software such as MIKE, HEC-HMS, HEC-RAS, or equivalent modelling platforms.
  • Perform flood routing, dam breach simulations, and downstream flood impact assessments.
  • Prepare dam break inundation maps and hazard assessment reports to support dam safety planning.
  • Develop and review Emergency Action Plans (EAPs) for dams in accordance with national and international dam safety guidelines.
  • Carry out operational protocol studies for reservoirs, including emergency response and reservoir operation strategies.
  • Support integrated operation studies of cascade reservoir systems to optimize water resources management and dam safety.
  • Assess flood risks and recommend mitigation measures for downstream communities and critical infrastructure.
  • Prepare technical reports, modelling documentation, manuals, and recommendations related to dam safety and emergency preparedness.
  • Coordinate with project authorities, dam owners, consultants, regulatory agencies, and multidisciplinary teams to ensure successful implementation of dam safety initiatives.
  • Provide technical support for capacity-building programs and knowledge-sharing initiatives related to dam break analysis and emergency planning.

Educational Qualification

  • Bachelor's Degree in Civil Engineering from a recognized university.
  • Postgraduate Degree (Master's or higher) in Hydraulic Engineering, Hydrology, Water Resources Engineering, or a related discipline.

Required Experience & Skills

  • Minimum 15 years of professional experience in hydrologic and hydraulic modelling for dam and water resources projects.
  • Proven experience in using MIKE, HEC-HMS, HEC-RAS, or equivalent software for hydraulic and hydrologic modelling.
  • Strong expertise in flood routing, dam break analysis, flood inundation mapping, and reservoir operation studies.
  • Demonstrated experience in preparing Emergency Action Plans (EAPs) for dams.
  • Experience in integrated operation studies of cascade reservoir systems is desirable.
  • Proven involvement in the preparation of dam break analysis and inundation mapping for at least 10 large dam projects
  • Strong understanding of dam safety regulations, emergency preparedness, and disaster risk management.
  • Excellent analytical, report writing, technical communication, and stakeholder coordination skills.

Preferred Criteria

  • Experience working on nationally or internationally funded dam safety and water resources projects.
  • Familiarity with national dam safety regulations and international guidelines, including ICOLD and FEMA methodologies for dam break analysis and emergency planning.
  • Experience in GIS-based flood inundation mapping and spatial analysis will be an added advantage.
  • Prior experience in multidisciplinary dam safety assessments and emergency preparedness planning is highly desirable.
