Job Description

Dexian Government Solutions is seeking a Cyber Lead for a proposal effort supporting the F-35 Joint Program Office (JPO) Unclassified Information Technology Support Services (ITSS) program in Arlington, VA. This position is contingent upon contract award.

Position Overview

The Cyber Lead will provide technical leadership and operational oversight for cybersecurity activities supporting the F-35 JPO's unclassified IT environment. This role will coordinate cybersecurity personnel, oversee vulnerability management and security compliance activities, and support the protection of enterprise systems, networks, and information. The Cyber Lead will collaborate with government cybersecurity stakeholders, infrastructure teams, network personnel, and service desk staff to manage risk and maintain mission readiness.

Job Duties

  • Lead daily cybersecurity operations, coordinate personnel, assign priorities, and monitor completion of security activities.
  • Oversee vulnerability identification, analysis, prioritization, remediation tracking, and validation.
  • Coordinate with infrastructure and network teams to implement secure configurations, apply security patches, and resolve findings.
  • Support implementation and assessment of applicable security controls, policies, and technical requirements.
  • Develop and maintain information assurance programs and control guidelines; advise cybersecurity personnel and other technical teams on internal controls, security procedures, technical problems, priorities, and methods.
  • Coordinate Security Technical Implementation Guide (STIG) assessments and remediation activities.
  • Support Risk Management Framework (RMF) activities, including security documentation, control evidence collection, assessments, and authorization package maintenance.
  • Lead compliance reviews of system security plans, risk assessments, security test evaluations, and audits; verify the validity and accuracy of supporting authorization and compliance documentation.
  • Analyze and define enterprise system and network security requirements, considering information sensitivity and information flows when assessing vulnerabilities and risks.
  • Develop and maintain Plans of Action and Milestones (POA&Ms), track corrective actions, and communicate unresolved risks to government stakeholders.
  • Review security alerts and coordinate investigation, escalation, containment, and recovery activities through established incident response procedures.
  • Coordinate with government security operations personnel and other designated organizations during cybersecurity incidents.
  • Support continuous monitoring through review of vulnerability scans, security logs, endpoint protection status, and compliance reports.
  • Review proposed system and network changes for security impacts and participate in change management activities.
  • Maintain cybersecurity procedures, incident response documentation, compliance records, and operational reports.
  • Provide security metrics, risk assessments, remediation status, and recommendations to program leadership and government stakeholders.
  • Support cybersecurity awareness activities and reinforce secure practices across technical teams.
  • Apply information security practices to protect the confidentiality, integrity, and availability of enterprise information assets in accordance with established standards and procedures.
  • Maintain knowledge of changing regulatory requirements, threats, and technologies; update security policies, standards, and procedures to sustain organizational compliance.
  • Coordinate responses to applicable cybersecurity directives and support assessment or audit requests.
  • Support priority cybersecurity incidents and scheduled security activities outside normal business hours when required.

Required Qualifications

  • Active Top Secret (TS) security clearance with eligibility for Sensitive Compartmented Information (SCI) access.
  • Bachelor's degree in cybersecurity, information technology, computer science, or a related field is required.
  • Minimum of 12 years of relevant information assurance or information security experience with a bachelor's degree, or 10 years with a master's degree in a relevant field, consistent with the ITES Senior/Lead labor category qualifications. A bachelor's degree remains required.
  • Demonstrated experience supporting cybersecurity operations in an enterprise IT environment.
  • Experience leading cybersecurity personnel or coordinating security operations and compliance activities.
  • Experience with vulnerability assessment, remediation tracking, secure configurations, and security monitoring.
  • Working knowledge of enterprise network, server, endpoint, and identity security practices.
  • Experience supporting incident response, including investigation, escalation, and coordination with technical teams.
  • Familiarity with RMF, security control assessments, POA&M management, and continuous monitoring.
  • Ability to evaluate security findings, communicate risk, and coordinate corrective actions.
  • Ability to develop cybersecurity procedures, maintain supporting evidence, and prepare management reports.
  • Experience developing information assurance programs and control guidelines, advising technical teams on security procedures, and preparing information systems audit activity and progress reports.
  • Experience applying information security practices to protect confidentiality, integrity, and availability, and maintaining security policies and standards as requirements, threats, and technologies change.
  • Strong leadership, analytical, organizational, and communication skills.
  • Ability to work a hybrid schedule and report onsite in Arlington, VA, as required by the program.
