Job Duties:
- The CWS Program Coordinator I manages projects and facilitates activities to ensure that division management goals are met. Maintain accounting systems and communication with internal and external vendors to execute financial transactions of the Chafee/ETV funds. Provide financial management of all expenditures under the TSS division, to include but not limited to, Extension of Foster Care, John H Chafee Foster Care, and Education Training Voucher according to agency program guidelines. Ensure efficient and accurate processing of transactions in accordance with the accounting regulations outlined in federal and state laws.
- Oversee the planning, implementation, and evaluation of programs ensuring they contribute significantly to the organization's mission and goals. This includes coordinating program activities, managing budgets, and ensuring that all programs meet organizational goals by effectively managing resources, engaging with the clients, staff, community partners, and contract providers.
- Manage the division's financial accounting, monitoring, tracking, and reporting in the division and agency systems. Review applications for Chafee/ETV funds and approval letters for eligible current and former foster youth to ensure compliance with federal and state laws and regulations and agency policy. Monitor account information in division financial database, SCEIS, CAPSS, and Acumatica to manage payment release for all Chafee/ ETV funds. Monitoring release of funding with select service and youth.
- Monitor the day-to-day financial operations within the division, including but not limited to invoicing, SCEIS interfaces, purchase orders, office supply orders, gift cards, hotels (young adults), and other transactions. Process all internal and external invoices, and ensure timely release of payment to vendors. Serve as P-Card liaison for six (6) regional TSS Team Leads and monitor monthly certification for expenditures. Client Interaction: Serve as a point of contact for clients, managing their accounting needs and providing regular updates on financial status. Provide technical assistance to recipient of division funds.
- Utilize Acumatica and SCEIS to monitor the release of approved Chafee/ETV funds in the county IL accounts. Monitor unused Chafee/ETV funds, perform outreach efforts to county business managers, staff and clients to maximize unused funds for timely distribution based on client need. Process all Reallocation and Redistribution funding requests. Prepare check voucher requests and direct payment requests. Conduct internal audits to verify the accuracy of financial records and identify areas for improvement.
- Develop and implement financial strategies to help division achieve their goals. Prepare financial statements, monitor program expenditures, and manage resources effectively to stay within budget constraints. This involves analyzing financial data, creating budgets, and forecasting future financial performance. Prepare and oversee financial statements and reports, ensuring accuracy, federal and state compliance with accounting standards. The role may involve collaboration with other financial professionals and departments to ensure comprehensive financial management and troubleshooting discrepancies.
- Complete all required trainings assigned by HR, SDT, and supervisor, including, but not limited to, business applications and adolescent training track for professional development of this role.
- Ensures Personal Identifying Information (PII) is properly used, accessed, gathered, shared and disposed. Protects the agency networks and applications by safeguarding systems, equipment and data.
- Perform other duties assigned to support division goals and agency goals, including but not limited to, Red Cross shelter duty or other emergency shelter duties/services as directed.

Examples of duties
A Bachelor’s Degree and two (2) years of professional experience in finance, economics, accounting, business administration, social services programs, correctional, education, general administrative management, or relevant program experience.
A Masters Degree or higher may be substituted for required work experience
