Job Description

Koniag IT Systems, LLC, a Koniag Government Services company, is seeking an experienced ICAM Custom Tools Developer to join a team supporting Identity, Credential, and Access Management (ICAM) solutions for our government customers. The ideal candidate is a technically skilled and creative software developer with deep expertise in designing and building custom tools, utilities, automations, and integrations that extend and enhance the capabilities of enterprise ICAM platforms and support the operational needs of federal identity and access management programs. This individual will play a pivotal role in delivering innovative, mission-aligned software solutions that bridge capability gaps, streamline ICAM operations, and accelerate the delivery of identity services across the enterprise.

The ICAM Custom Tools Developer will be responsible for the design, development, testing, deployment, and maintenance of custom software tools, utilities, scripts, automation solutions, and integrations that support and extend the capabilities of ICAM platforms and operations in a federal government environment. This individual will work closely with ICAM architects, platform engineers, integration specialists, service desk teams, security personnel, and government stakeholders to identify capability gaps and operational needs, translate requirements into high-quality software solutions, and deliver tools that enhance the efficiency, security, and mission effectiveness of ICAM services.

Principal responsibilities will include but are not limited to:
• Design, develop, test, deploy, and maintain custom software tools, utilities, scripts, and automation solutions that support and extend the capabilities of ICAM platforms, including Okta and SailPoint, and address operational needs across the ICAM program.
• Collaborate with ICAM architects, platform engineers, integration specialists, service desk teams, and government stakeholders to gather and analyze requirements, identify capability gaps, and define technical solutions for custom tool development initiatives.
• Develop custom integrations between ICAM platforms and enterprise systems, applications, and data sources, leveraging REST APIs, SCIM, webhooks, and other integration mechanisms to enable automated identity and access management workflows.
• Build and maintain automation scripts and workflows that streamline ICAM operational processes, including user provisioning and deprovisioning automation, access certification automation, reporting automation, and administrative task automation.
• Design and develop custom web applications, portals, and dashboards that provide enhanced visibility, self-service capabilities, and operational tooling for ICAM administrators, application owners, and end users.
• Develop custom connectors, plugins, and extensions for Okta and SailPoint platforms, leveraging platform-specific SDKs, APIs, and developer frameworks to deliver capabilities not available through native platform features.
• Implement automated testing frameworks for custom-developed tools and solutions, including unit tests, integration tests, and end-to-end tests, to ensure the correctness, reliability, and security of delivered software.
• Contribute to the design and implementation of data pipelines and reporting solutions that aggregate, transform, and visualize ICAM operational data, providing actionable insights to program leadership and government stakeholders.
• Apply secure software development practices throughout the development lifecycle, including secure coding standards, code reviews, static and dynamic analysis, and vulnerability remediation.
• Participate in DevSecOps processes, integrating custom tool development activities into CI/CD pipelines and ensuring that all developed solutions meet federal security and compliance requirements.
• Develop and maintain comprehensive technical documentation for all custom tools and solutions, including design documents, API documentation, user guides, and operational runbooks.
• Support the deployment and operational management of custom tools in cloud and on-premises environments, coordinating with cloud DevOps engineers and platform administrators as required.
• Participate in Agile development ceremonies, including sprint planning, daily stand-ups, sprint reviews, and retrospectives, contributing to the iterative delivery of custom tool capabilities.
• Provide Tier 3 technical support for custom-developed tools and solutions, troubleshooting and resolving complex issues in coordination with platform engineers and service desk teams.
• Stay current with emerging development technologies, ICAM platform APIs, and federal software development standards, proactively identifying opportunities to apply new capabilities to enhance custom tooling solutions.
• Contribute to code reviews, architectural discussions, and technical design sessions, providing constructive feedback and promoting software development best practices across the team.
• Support ATO processes by contributing to security documentation, providing evidence of secure development practices, and addressing security findings identified through code reviews and vulnerability assessments.

Education and Experience:
Required:
• Bachelor's degree in Computer Science, Software Engineering, Information Technology, or a related field from an accredited college or university; equivalent work experience may be considered in lieu of a degree.
• 4+ years of hands-on software development experience, with demonstrated expertise in designing and building enterprise-grade tools, automations, and integrations.
• 2+ years of experience developing custom tools, integrations, or automation solutions for identity and access management platforms or enterprise security systems in a federal government environment.

Clearance Requirement:
• Active Secret Clearance required.

Required Skills and Competencies:
• Exceptional communication skills in English – both written and oral – with the ability to clearly communicate technical designs, development progress, and solution capabilities to both technical teams and non-technical stakeholders.
• Strong proficiency in one or more modern programming languages relevant to ICAM tool development, including Python, Java, JavaScript/TypeScript, PowerShell, or Go, with demonstrated experience building production-quality software solutions.
• Hands-on experience developing integrations with Okta and/or SailPoint platforms using their respective REST APIs, SDKs, and developer frameworks, including the development of custom connectors, workflows, and automation scripts.
• Strong understanding of REST API design principles, API authentication mechanisms (OAuth 2.0, API keys, JWT), and experience consuming and building REST APIs for enterprise integration and automation use cases.
• Experience developing web applications and dashboards using modern front-end and back-end frameworks, such as React, Angular, Vue.js, Node.js, Django, Flask, or equivalent technologies.
• Proficiency with version control systems, particularly Git, and experience following branching strategies, code review workflows, and collaborative development practices within team environments.
• Experience implementing automated testing frameworks, including unit testing, integration testing, and end-to-end testing, using tools such as pytest, JUnit, Jest, Selenium, or equivalent testing platforms.
• Knowledge of secure software development practices, including OWASP Top 10, secure coding standards, input validation, authentication and authorization best practices, and secrets management.
• Familiarity with CI/CD pipeline tools such as Jenkins, GitLab CI, GitHub Actions, or Azure DevOps, and experience integrating custom tool development into automated build, test, and deployment workflows.
• Experience with containerization technologies, including Docker, and familiarity with Kubernetes for the deployment and management of custom tool workloads in cloud environments.
• Understanding of identity federation protocols and standards, including SAML 2.0, OAuth 2.0, OpenID Connect (OIDC), and SCIM, and their application to custom ICAM tool and integration development.
• Familiarity with relational and non-relational database technologies, including SQL and NoSQL databases, and experience designing and querying data stores in support of custom tool development.
• Experience developing comprehensive technical documentation, including design documents, API documentation, user guides, and operational runbooks for custom software solutions.
• Demonstrated ability to work in an Agile development environment, contributing to sprint-based delivery of software capabilities and participating in Agile ceremonies.

Desired Skills and Competencies:
• Experience developing custom tools and automation solutions for ICAM programs in a Department of the Air Force (DAF), Department of Defense (DoD), or other federal agency environment.
• Experience developing custom SailPoint connectors, rules, and workflow extensions using BeanShell and Java within the SailPoint IdentityIQ or Identity Security Cloud frameworks.
• Experience developing Okta custom applications, Okta Workflows automations, and Okta API integrations using the Okta SDK and developer platform.
• Familiarity with cloud development platforms and services, including AWS Lambda, Azure Functions, or Google Cloud Functions, and experience building serverless automation solutions for ICAM operational use cases.
• Experience with data engineering and analytics tools, including Apache Kafka, Elasticsearch, or similar platforms, for building ICAM operational data pipelines and reporting solutions.
• Knowledge of graph database technologies and their application to identity analytics, entitlement visualization, and access risk scoring use cases.
• Experience incorporating agentic AI and large language model (LLM) capabilities into custom ICAM tools, including the development of intelligent automation, natural language interfaces, and AI-assisted identity governance features.
• Familiarity with FedRAMP requirements and the security considerations associated with deploying custom tools within FedRAMP-authorized cloud environments.
• Experience with DevSecOps practices and tools, including static analysis (SAST), dynamic analysis (DAST), software composition analysis (SCA), and compliance-as-code frameworks.
• Knowledge of Zero Trust Architecture principles and their application to the design and implementation of secure custom ICAM tools and integrations.
• Understanding of PIV/CAC authentication mechanisms and experience developing tools that interact with smart card authentication infrastructure in federal environments.
• Experience with infrastructure-as-code (IaC) tools such as Terraform or Ansible for the automated deployment and management of custom tool infrastructure in cloud environments.
• Familiarity with emerging identity standards and technologies, including SCIM 2.0, Continuous Access Evaluation Protocol (CAEP), and Verifiable Credentials, and their potential application to custom ICAM tool development.
• CISSP, CompTIA Security+, or equivalent cybersecurity certification.
• AWS Certified Developer, Microsoft Certified: Azure Developer Associate, or equivalent cloud development certification.
• Experience with open-source ICAM and identity security tools and frameworks, and familiarity with contributing to or leveraging open-source projects in support of federal ICAM programs.
