Scope of Eligibility
Open to permanent employees in a competitive title that work for the Assistant Commissioners Office, Contaminated Site Remediation & Redevelopment and meet the requirements below.

Under general supervision of an Administrative Analyst 4 or other supervisor in a state department, institution, or agency, performs the review, analysis, and appraisal of current department administrative procedures, organization, and performance and helps to prepare recommendations for changes and/or revisions; does other related duties.

Specific to the Position
Serves as the Assistant Commissioner’s representative for all Human Resources and operational matters. Provides direct support to the Assistant Commissioner, Directors, Supervisors, and staff on all HR issues, ensuring consistent interpretation and application of policies and procedures.
Provides comprehensive budget and spending plan support for the Program, including management of all temporary employee actions and reconciliation of FTE and spending plans each pay period. Assists in developing and implementing systems to ensure that management directives are executed effectively by the appropriate organizational units through structured tracking, reporting, and follow up.
Oversees all Special Overtime and Hourly Blanket requests, manages annual temporary employee budget submissions, and approves e Trips while providing accurate funding guidance. Leads all recruitment activities for the program, including hiring, disciplinary actions, and separations, and supports leadership in all personnel related matters. Prepares critical hire packages and ensures compliance with agency requirements.

Preferred Skill Set
Experience coordinating and monitoring Human Resources activities. Knowledge of HR policies, civil service rules, and recruitment processes. Demonstrates ability to monitor spending plans, reconcile FTE allocations, and analyze staffing‑related budget impacts. Ability to prepare and review financial and personnel reports with accuracy and attention to detail. Effective communication skills and the ability to work with staff at all levels while maintaining the highest level of confidentiality.

Requirements
NOTE: Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience.
Seven (7) years of professional experience involving the review, analysis, and evaluation of budget, organization, administrative practices, operational methods, management operations, or data processing applications, or any combination thereof, which shall have included responsibility for the recommendation, planning, and/or implementation of improvements in a business or government agency.
OR
Possession of a bachelor's degree from an accredited college or university; and three (3) years of the above-mentioned professional experience.
OR
Possession of a master's degree in Public Administration, Business Administration, Economics, Finance, or Accounting; and two (2) years of the above-mentioned professional experience.
NOTE: "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.
NOTE: All U.S. degrees and transcripts must be from an accredited college or university. All foreign degrees and transcripts must be evaluated for accreditation by a recognized evaluation service by the closing date of this posting. Failure to provide documentation may result in ineligibility.

License
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
