CSC Curriculum Subject Matter Expert (SME)

Marine Corps University (MCU) / College of Distance Education and Training (CDET)

**This position is contingent upon contract award.**

Hatalom is seeking a qualified Curriculum Subject Matter Expert (SME) to support the Marine Corps University (MCU) College of Distance Education and Training (CDET) Command and Staff College Distance Education Program (CSCDEP).The Curriculum SME provides subject matter expertise, curriculum development support, instructional guidance, and academic consultation across the Command and Staff College curriculum. This position supports the continuous improvement of Professional Military Education (PME) programs and ensures curriculum alignment with Joint Professional Military Education Phase I (JPME-I) requirements, Marine Corps doctrine, and current operational concepts.

The SME will collaborate with faculty, curriculum developers, and academic leadership to support Program for Accreditation of Joint Education (PAJE) requirements, Outcomes-Based Military Education (OBME) initiatives, curriculum modernization efforts, and faculty development activities. This position is located at Marine Corps University in Quantico, Virginia and is contingent upon contract award.



Essential Duties and Responsibilities

Curriculum Development and Academic Support

  • Provide subject matter expertise across the Command and Staff College curriculum, including:
  • Theory and Nature of War
  • National and International Security Studies
  • Operational Art
  • Joint Warfighting
  • Small Wars
  • MAGTF Operations
  • Naval Expeditionary Operations
  • Operational Planning and Wargaming
  • Review, evaluate, and recommend updates to course content, instructional materials, learning objectives, and assessment methodologies.
  • Support curriculum modernization initiatives to ensure relevance to current and emerging operational environments.
  • Assist with development and refinement of educational content, faculty guides, and instructional resources.
  • Ensure curriculum alignment with Marine Corps doctrine, joint doctrine, and professional military education standards.

JPME-I, Accreditation, and Educational Support

  • Support incorporation and assessment of Joint Professional Military Education Phase I (JPME-I) learning areas and objectivesin accordance with the Officer Professional Military Education Policy (OPMEP).
  • Support Program for Accreditation of Joint Education (PAJE) reviews, assessments, and accreditation activities.
  • Assist with Outcomes-Based Military Education (OBME) implementation and continuous improvement initiatives.
  • Provide recommendations regarding curriculum effectiveness, student learning outcomes, and program improvements.
  • Support academic assessments, curriculum reviews, and special studies as assigned.

Faculty and Student Support

  • Provide academic consultation and mentorship to faculty members and curriculum developers.
  • Participate in faculty development initiatives and instructional workshops.
  • Attend Joint Faculty Education Conference (JFEC) and other professional development events as required
  • Serve as an instructor for up to two assigned courses annually within the CSC curriculum.
  • Facilitate graduate-level discussions and instructional activities as assigned.



Required Qualifications

  • U.S. Marine Corps Field Grade Officer (Major, Lieutenant Colonel, or equivalent) or civilian graduate of Intermediate Level School (ILS), School of Advanced Warfighting (SAW), Top Level School (TLS), or equivalent Professional Military Education program.
  • Demonstrated expertise in one or more CSC curriculum subject areas.
  • Experience supporting military education, professional military education, curriculum development, or academic programs.
  • Strong written and verbal communication skills.
  • Ability to analyze complex educational and operational concepts and translate them into effective curriculum content.



Preferred Qualifications

  • Master's degree from an accredited institution.
  • Military or Department of Defense background.
  • Operational planning experience at the Marine Corps, Joint, or Service level.
  • Operational experience within Marine Corps, Joint, or multinational organizations.
  • Experience utilizing Socratic teaching methodologies.
  • Experience supporting JPME-I, PAJE accreditation, or Outcomes-Based Military Education initiatives.
  • Previous faculty, curriculum developer, instructional designer, or academic program experience.
  • Experience with Learning Management Systems (LMS), such as Moodle.



Security Requirements

  • U.S. Citizenship required
  • Active Secret clearance (Tier 3 Investigation) required
  • Ability to maintain eligibility for continued access to Government facilities and systems.

  • Extensive knowledge of Marine Corps and Joint doctrine, operations, and professional military education.
  • Strong curriculum development and educational assessment skills.
  • Ability to work collaboratively with faculty, academic leadership, and military stakeholders.
  • Excellent research, writing, and presentation abilities.
  • Strong analytical and critical thinking skills.
  • Ability to support multiple curriculum initiatives and priorities simultaneously.



Work Location

  • Full-time position located at Marine Corps University, Quantico, Virginia.
  • Occasional travel may be required to support conferences, workshops, and academic activities.
