CSA Leader / Construction Manager for Civil works
Location: Hai Phong, Vietnam (Project Site)

Position Summary
The CSA Leader / Construction Manager is responsible for leading and managing all Civil, Structural, and Architectural (CSA) construction activities for the Project in Hai Phong. The role ensures that construction works are executed safely, on schedule, within budget, and in compliance with project specifications, contractual requirements, quality standards, and applicable regulations.
The position acts as the primary focal point for all CSA-related construction matters, coordinating closely with the Client, EPC Contractors, Consultants, Project Management Team, QA/QC, HSE, and other disciplines to ensure successful project delivery.
Key Responsibilities
Construction Management
- Lead and manage all CSA construction activities throughout the project lifecycle.
- Ensure construction works are executed in accordance with approved drawings, specifications, method statements, and project requirements.
- Monitor site activities to ensure adherence to project schedules, quality standards, and safety requirements.
- Review and coordinate construction sequencing, work fronts, and resource allocation.
- Identify construction constraints and develop mitigation or recovery plans.
- Support the achievement of project milestones and completion targets.
Site Supervision & Coordination
- Supervise contractors and subcontractors performing civil, structural, and architectural works.
- Coordinate daily construction activities between contractors, consultants, and project stakeholders.
- Monitor manpower, equipment, materials, and productivity levels.
- Attend and lead site coordination meetings, progress meetings, and technical review meetings.
- Resolve site-related technical and construction issues in a timely manner.
Technical Oversight
- Review construction drawings, technical documents, shop drawings, RFIs, and method statements.
- Ensure all CSA works comply with engineering designs, contract requirements, and applicable international standards.
- Provide technical guidance and recommendations to project teams and contractors.
- Review design changes and assess their impact on construction activities.
Quality Management
- Work closely with QA/QC teams to ensure quality requirements are implemented effectively.
- Monitor inspection and test activities related to civil, structural, and architectural works.
- Ensure timely closure of NCRs, observations, and corrective actions.
- Participate in quality audits, inspections, and project reviews.
- Promote continuous improvement in construction quality performance.
HSE Management
- Promote and maintain a strong safety culture on site.
- Ensure contractors comply with project HSE requirements and regulations.
- Participate in HSE inspections, audits, incident investigations, and toolbox meetings.
- Stop unsafe work practices and escalate significant HSE concerns when necessary.
- Support the implementation of project HSE objectives and initiatives.
Progress Monitoring & Reporting
- Monitor construction progress against approved schedules and milestones.
- Review contractor progress reports and verify actual site progress.
- Provide regular construction updates to Project Management and Client representatives.
- Identify schedule deviations and recommend corrective actions.
- Support planning and project controls teams with progress measurement and forecasting.
Stakeholder Management
- Serve as the primary CSA construction representative for the project.
- Maintain effective working relationships with clients, consultants, contractors, authorities, and internal stakeholders.
- Participate in client meetings and provide technical input related to construction matters.
- Support project management in resolving contractual and construction-related issues.
Commissioning & Project Close-Out
- Support pre-commissioning, commissioning, punch list management, and handover activities.
- Ensure completion and close-out of all construction-related items.
- Review as-built documentation and turnover packages.
- Support final project acceptance and client handover.
Qualifications
Education
Bachelor's Degree in:
- Civil Engineering
- Structural Engineering
- Construction Engineering
- Architecture
- Building Engineering
- Or related disciplines
Experience
- Minimum 10 years of experience in civil, structural, and architectural construction projects.
- Minimum 5 years in a senior supervisory, construction management, resident engineer, site manager, or CSA leadership position.
- Strong experience on large-scale industrial, manufacturing, power plant, energy, infrastructure, EPC, or high-tech factory projects.
- Experience working on multinational projects and coordinating international contractors is highly preferred.
- Previous experience in owner representative, PMC, supervision consultant, or EPC environments is an advantage.
Technical Competencies
- Strong knowledge of:
- Familiarity with international codes and standards.
- Ability to review drawings, specifications, method statements, and construction procedures.
- Good understanding of construction sequencing, project planning, and site execution.
- Knowledge of QA/QC and HSE requirements in industrial construction projects.
