We are hiring a Criminal Tax Enforcement Investigator (Revenue Special Agent) in the Bureau of Criminal Investigations (BCI) for our St. Clair location. This position is responsible for conducting highly specialized investigations into violations of the Illinois Tax Acts and associated financial crimes. Agents are fully sworn officers that conduct thorough investigations, appropriately document findings in written reports and testify in court. Following successful completion of the applicable training period(s), this position may be eligible for a hybrid work schedule subject to operational needs and employee performance. Essential Functions

  • Under general supervision, as a sworn peace officer, independently conducts journeyman level inter-state and intra-state criminal investigations of tax fraud, tax evasion and other illegal acts which circumvent or violate tax laws administered by the Illinois Department of Revenue (IDOR).
  • Drives to remote locations to obtain facts and evidence through surveillance, undercover assignments and interviews with taxpayers and their representatives, complainants, witnesses and others, analysis of books, records and bank accounts to determine extent and scope of violation, such as manipulation of funds, alterations of records and identification of additional issues, e.g., conspiracy, false statement, concealment of facts, etc.
  • Meets and confers with taxpayers, their representatives, retailers, business associates and others.
  • Serves as a team member in the more controversial or complex investigations involving one or more entities or individuals where in facts or evidence is difficult to establish, principles are of public prominence and widespread news coverage occurs.
  • Prepares detailed progress and final reports of investigations.
  • Assists in preparing cases for prosecution by the Attorney General, the State’s Attorney and the United States Attorney.
  • Attends law enforcement meetings and advanced training programs involving new or revised statutes, rules and regulations, IDOR policies and procedures, and investigative techniques needed to enhance investigative skills and knowledge.
  • Works closely with Federal, State and local law enforcement agencies in conducting joint investigations or in exchanging information within legal limitations.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires equivalent to the completion of four years of college; up to two years of police investigative or enforcement experience may be substituted on a year-for-year basis for the college training.
  • Requires successful completion of the Revenue Special Agent Trainee training program.

Conditions of Employment

  • Requires the ability to successfully pass a tax compliance and an extensive fingerprint-based background check, POWER fitness test, drug screen and psychological evaluation.
  • Requires successful completion of a firearms qualification course twice a year.
  • Requires the ability to maintain LEADS certification while employed.
  • Requires ability to travel in the performance of duties, with overnight stays as appropriate. Requires appropriate, valid driver’s license.
  • Requires the ability to use and secure a state issued mobile device, e.g., cellular phone, laptop computer, tablet, etc.
  • Requires the ability to drive, secure and maintain a State/Revenue issued vehicle.
  • Requires ability to maintain compliance in good standing with all statutorily mandated training requirements and reporting as outlined by ILETSB.
  • Overtime is a condition of employment, and you may be requested or required to work overtime including scheduled, unscheduled, or last-minute overtime. This may require the ability to work evenings and weekends.
