The Crew Supervisor I – Raw Water plans, directs, and supervises the daily operation, maintenance, and improvement of the City's non-potable water system, including pump stations, pipelines, wells, reservoirs, ditches, and conveyance infrastructure. This position provides leadership to field staff, oversees budgets, regulatory compliance, asset management, and capital improvement activities, and coordinates with engineering, contractors, ditch companies, developers, and internal departments to ensure safe, reliable, and efficient system operations while supporting future system growth. This position reports to the Raw Water Operations Supervisor.
Experience, Education, and Skills:
Minimum Requirements:
High school diploma or equivalent
Five (5) years of progressively responsible experience in raw water operations, irrigation systems, water distribution, public works, utilities, or a closely related field.
Colorado Class A Commercial Driver’s License (CDL) or ability to obtain with 6 months of hire.
Minimum of three (3) years of lead worker or supervisory experience.
OR
Any combination of related education, experience, certifications and licenses that will result in a candidate successfully performing the essential functions of the job,
AND
Possession of a valid driver’s license.
Preferred:
Associate’s degree (two-year degree) or certification program of comparable length in a specialized field (e.g. sanitary sewer system construction, water systems transmission and distribution operations, or maintenance).
Six (6) to ten (10) years of on-the-job experience in water distribution, construction, operations, large turf facility irrigation, and maintenance in a similar industry preferred.
One (1) year of experience with ArcGIS Pro and Field Maps.
Knowledge, Skills, and Abilities:
Knowledge of non-potable water distribution systems, pump stations, pipelines, ditches, reservoirs, wells, and irrigation infrastructure.
Knowledge of equipment, tools, and maintenance practices used in raw water operations.
Knowledge of safe work practices, traffic control, excavation safety, confined space entry, and lockout/tagout procedures.
Ability to supervise, motivate, and develop field employees while promoting teamwork and accountability.
Ability to read and interpret construction plans, maps, engineering drawings, and technical specifications.
Ability to identify operational problems and implement practical solutions.
Ability to establish and maintain effective working relationships with employees, contractors, developers, regulatory agencies, and the public.
Ability to effectively communicate verbally and in writing.
Ability to utilize computerized maintenance management systems (CMMS), GIS applications, work order software, and Microsoft Office products.
Essential Functions:
Leadership & Supervision
Plan, prioritize, assign, supervise, and evaluate the work of field crews responsible for the operation, maintenance, repair, and construction of the City's non-potable water system, including pump stations, pipelines, wells, reservoirs, ditches, and conveyance infrastructure.
Provide leadership, coaching, mentoring, and technical training on operational procedures, equipment operation, safety practices, and regulatory requirements.
Promote a culture of safety, accountability, teamwork, continuous improvement, and exceptional customer service.
Develop employee work schedules, conduct performance evaluations, identify training needs, and support employee development.
Conduct regular crew meetings, safety briefings, and field inspections to ensure quality workmanship and compliance with departmental standards.
Operations & Maintenance
Direct the daily operation, inspection, maintenance, repair, and rehabilitation of the City's non-potable water distribution system, including pump stations, pipelines, wells, reservoirs, ditches, conveyance structures, and related facilities.
Develop, implement, and monitor preventive maintenance programs to maximize system reliability and asset longevity.
Coordinate maintenance, rehabilitation, and construction activities with contractors, consultants, engineering staff, and other City departments.
Oversee maintenance of City-owned ditches, easements, rights-of-way, and landscaped non-potable facilities.
Monitor system operations, water deliveries, pump station performance, and water allocation activities to ensure efficient operation.
Safety & Regulatory Compliance
Ensure compliance with City policies, OSHA regulations, CDPHE requirements, water rights obligations, ditch company agreements, environmental regulations, and established operating procedures.
Monitor field activities to ensure proper work zone safety, equipment operation, confined space entry, lockout/tagout, and other required safety practices.
Investigate operational issues, safety incidents, and equipment failures and implement corrective actions to improve performance and reduce risk.
Ensure all work activities are performed in accordance with applicable permits, regulations, and industry best practices.
Administrative & Operational Support
Track water allocations, system performance metrics, maintenance activities, and operational data to support planning and regulatory compliance.
Procure materials, equipment, and replacement parts necessary to support field operations.
Maintain accurate records of inspections, maintenance activities, labor, equipment usage, work orders, and asset information utilizing City software systems and GIS.
Customer Service & Coordination
Coordinate with engineering staff, developers, contractors, consultants, ditch companies, regulatory agencies, and internal departments regarding development projects, maintenance activities, and operational issues affecting the non-potable water system.
Respond to customer inquiries, service requests, and operational concerns while providing technical guidance regarding non-potable water rules, regulations, and system operations.
Build and maintain productive working relationships with stakeholders to ensure effective coordination and service delivery.
Emergency Response & On-Call Responsibilities
Direct and coordinate emergency response activities involving pump station failures, pipeline breaks, flooding, water delivery interruptions, ditch failures, and other critical non-potable infrastructure incidents.
Participate in on-call rotations and provide after-hours, weekend, holiday, and emergency response support as required.
Coordinate personnel, contractors, equipment, and resources during emergency operations to restore service safely, efficiently, and in compliance with operational priorities.
Performs other duties as assigned.

Travel - Regular Local/Field-Based Travel:This position requires regular travel within the County and nearby cities. Employees frequently travel to field sites, client locations, or other City buildings as part of their job duties. Access to a personal or City fleet vehicle may be required.
Work Environment:
Work is performed primarily outdoors across a variety of raw water facilities and environments, including pump stations, reservoirs, ponds, canals, ditches, diversion structures, rights-of-way, and water conveyance systems, with occasional indoor work in pump stations, maintenance facilities, and office settings.
Routinely exposed to varying weather conditions, including extreme heat, cold, rain, snow, wind, and adverse environmental conditions.
The role involves operating and working around equipment such as tractors, mowers, loaders, pumps, utility vehicles, generators, and other maintenance equipment, with exposure to loud noise, vibration, dust, vegetation, mud, and water-related hazards.
Duties require working near open water, canals, ponds, reservoirs, pump stations, pipelines, and moving water, requiring adherence to established safety protocols and use of appropriate personal protective equipment (PPE).
Work may involve exposure to biological hazards, insects, wildlife, chemicals used in vegetation management, and potentially contaminated water or materials.
Work frequently requires navigating uneven terrain, embankments, drainageways, confined spaces, and remote locations while conducting inspections, maintenance, and operational activities.
May be required to work extended shifts and irregular hours, including evenings, weekends, holidays, and emergency callouts as part of an on-call rotation to support water deliveries, flooding events, infrastructure failures, and other operational emergencies.
Physical Requirements:
Mobility: Ability to walk, stand, and work on uneven terrain for extended periods, including, along canals, ditches, reservoirs, ponds, embankments, and pump station sites. Ability to climb ladders, stairs, embankments, and equipment and regularly enter and exit vehicles and maintenance equipment.
Strength: Ability to lift, carry, push, pull, and move tools, materials, equipment, and maintenance supplies weighing up to 50 pounds regularly and up to 75 pounds occasionally, with assistance as needed.
Endurance Ability to perform physically demanding work outdoors for extended periods in varying weather conditions, including heat, cold, rain, snow, and wind. Ability to respond to emergency situations and work extended shifts during operational events or emergencies.
Dexterity: Sufficient manual dexterity to safely operate hand tools, power tools, pumps, valves, controls, maintenance equipment, and vehicles. Ability to perform inspections, repairs, and routine maintenance requiring fine motor coordination.
Flexibility: Ability to bend, stoop, kneel, crouch, crawl, climb, reach overhead and below waist level, and maintain awkward positions while inspecting, maintaining, and repairing water infrastructure and equipment.
Vision and Hearing: Adequate visual acuity to inspect infrastructure, read gauges, meters, instrumentation, maps, and operational records, and identify maintenance or safety concerns. Ability to hear verbal instructions, warning signals, alarms, radio communications, and equipment sounds in outdoor and operational environments.
