This Stormwater Crew Leader leads the planning, coordination, and oversight of the City’s drainage infrastructure maintenance and construction, ensuring reliable and effective stormwater systems. It directs drainage projects, conducts field design work, and maintains strong coordination with external agencies to support project success. The role also administers the City’s Stormwater Management Program, oversees equipment operations, and provides responsive support to the public. Through the supervision of assigned staff, this position plays a key role in advancing the City’s infrastructure and service goals.

Examples of duties

  • Leads and participates in the maintenance, construction, and improvement of the City’s drainage infrastructure, ensuring safe and effective operation of storm sewers, channels, ditches, detention ponds, and rights-of-way.
  • Administers the City’s Stormwater Management Program and oversees drainage projects, including field design work, project planning, coordination with external agencies, and the preparation of required project documentation.
  • Supervises assigned staff by providing direction, training, performance feedback, and ensuring compliance with safety standards, work quality expectations, and applicable regulations.
  • Operates and oversees the use of heavy equipment and tools to support drainage maintenance and construction, and performs manual work as needed to ensure project completion.
  • Monitors, inspects, and coordinates maintenance of departmental equipment to ensure safe, reliable, and compliant operations, including scheduling repairs and performing field repairs when necessary.
  • Provides on-call and emergency response support to address drainage issues, public concerns, and operational needs, and assists other City departments as required.
  • Serves as acting Stormwater Systems Supervisor in their absence and performs related duties to support continuity of operations.

Qualifications

  • High school diploma or equivalent required.
  • Five (5) years of street, drainage, or traffic maintenance experience, including two (2) years of experience working in a lead capacity is required.
  • A Class “A” Commercial Driver’s License is required within one (1) year of employment. A Commercial Learner’s Permit (CLP) is required within 90 days of employment.
  • A Confined Space Entry, Trench Safety, and Work Zone Traffic Control certifications are required within six (6) months of employment.
  • Obtain either Certified Inspector of Sediment and Erosion Control (CISEC) or Certified Erosion, Sediment and Stormwater Inspector (CESSWI) within three (3) years from date of hire.
  • Must possess a valid Texas Driver’s License with an acceptable driving record.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Knowledge of regulations, municipal codes, blueprints, technical documentation, and manufacturer manuals, and the ability to interpret and apply them in field and project work.
  • Skill in clear and effective verbal and written communication to maintain positive working relationships with City staff, outside agencies, contractors, vendors, and the public.
  • Ability to supervise, train, and evaluate assigned personnel to support safe, efficient, and high-quality work outcomes.
  • Ability to assist in the administration of the City’s Stormwater Management Program and support related operational and compliance activities.

PHYSICAL DEMANDS

Physical requirements include lifting up to 75 pounds occasionally and 25 pounds regularly. Subject to vision and hearing constantly; standing, walking, lifting, carrying, pushing/pulling, reaching, handling and foot controls frequently; sitting, fine dexterity, kneeling, crouching, bending, twisting, climbing and balancing occasionally; crawling rarely.

WORK ENVIRONMENT

Working conditions involve exposure to variable and/or extreme weather conditions, heavy equipment, vehicle traffic, hot asphalt, hazardous chemicals/materials, and infectious diseases is involved. Utilizes personal protective equipment as required.
