Job Description

The Credit Administration Risk and Controls Manager will lead the development, implementation, and management of Credit Administration’s oversight of credit and operational risk. This role resides within Credit Administration and is responsible for establishing end-to-end processes and controls, including policy and procedure development, assessment of operational efficiency, technology implementation, control effectiveness testing, reporting, and supporting indirect portfolio monitoring functions.

Key Responsibilities

  • Manage regulatory compliance and audit-related functions for the Credit Administration department.
  • Oversee the credit process and risk control framework across Credit, Operations, Branches, Special Assets, Loan Documentation, and support teams.
  • Serve as the department’s primary liaison for Audit and Compliance, supporting internal and external examinations, data and information requests, correspondence, and issue management.
  • Maintain ongoing communication and coordination with sales teams and Credit Administration functions to ensure alignment with policies, procedures, and regulatory requirements.
  • Oversee the department’s Risk Control Self-Assessment (RCSA) process, including development, periodic reviews, and control effectiveness assessments.
  • Manage and maintain the Credit Administration Business Continuity Plan
  • Provide delegated oversight of the department’s vendor management compliance process.
  • Lead departmental engagement with Enterprise Risk Management initiatives, including:
    • Model Risk Management
    • End User Computing (EUC) annual certifications.
    • Internal control testing and reporting (design, implementation, monitoring, testing, and reporting)
  • Maintain responsibility for departmental committee charters and governance document management.
  • Lead and/or participate in cross-functional initiatives and projects of varying scope, ensuring effective coordination across departments and divisions.
  • Assemble and lead strategic initiative execution teams, delegating responsibilities, monitoring progress, and managing timelines to ensure successful delivery.
  • Partner with Credit Administration Operations to drive best practices in data management, quality control, portfolio-level reporting and oversight.
  • Oversee departmental issue management, including tracking remediation progress, validating implementation effectiveness, and managing issue closure submissions.

Compliance Responsibilities

Complies with all applicable state and federal banking laws, regulations, and internal policies related but not limited to lending, operations, and deposit requirements, including Bank Secrecy Act (BSA), Anti-Money Laundering (AML) requirements, Office of Foreign Assets Control (OFAC) regulations, Customer Identification Program (CIP) requirements, Financial Elder Abuse reporting laws, Sexual Harassment prevention policies, information security and privacy requirements.

Required Knowledge

  • Expertise in commercial and consumer banking lending products
  • Strong familiarity with banking lending policies and procedures
  • Thorough understanding of regulatory requirements applicable to commercial and consumer lending
  • Audit and regulatory examination experience.
  • Experience in loan administration and loan closing processes

Knowledge, Skills and Abilities

  • Strong knowledge of banking regulatory compliance and governance requirements
  • Proficiency in Microsoft Office Suite applications
  • Understanding of banking data management and regulatory reporting, including Call Reports, CCAR, and Small Business Administration (SBA) programs
  • Familiarity with commercial and consumer loan workflow systems (Loan Operating Systems – LOS)
  • Experience with Microsoft Visio or similar process-mapping tools

  • Operates standard electronic computers and customary office equipment required to perform essential job functions.

Education and Experience

  • Bachelor’s degree preferred, or a minimum of 10 years of experience in Credit and Credit Operations
  • Minimum of 7 years of experience within a federally or state-regulated banking institution
  • Minimum of 5 years of supervisory or leadership experience
  • Strong knowledge of banking compliance and regulatory requirements

Minimum Absence Requirement

Some positions within the Bank have been designated as sensitive positions due to access to critical systems, records, or processes. In accordance with Bank policy and sound internal‑control practices, employees in sensitive positions are required to complete a mandatory consecutive absence from essential duties each calendar year to support segregation of duties and independent review.

The required absence will be scheduled in coordination with management to ensure continuity of operations. Administration of absence, including paid or unpaid status, will comply with all applicable federal, state, and local wage and hour and leave laws, including California requirements.

Required Minimum Absence for This Position: Two (2) Consecutive Weeks

Officer Title Eligibility

For qualified positions, the Bank may designate an Officer Title based on the role’s job level, scope of responsibility, and alignment with established competency frameworks. Eligibility for an Officer Title designation is contingent upon the employee meeting defined competency, performance, and experience requirements and is governed by applicable Bank policies, governance standards, and required approval processes.

Compensation

The listed range represents the full compensation range for this position. Placement within the range will be determined based on factors including skills, relevant experience, job‑related qualifications, geographic location, and internal equity, in accordance with Bank compensation policies.

  • Exempt Salary Range: $129,584 – $240,656 per year
