COLORADO PARKS AND WILDLIFE

Our Mission is to perpetuate the wildlife resources of the state, to provide a quality state parks system, and to provide enjoyable and sustainable outdoor recreation opportunities that educate and inspire current and future generations to serve as active stewards of Colorado's natural resources.

The Research, Policy and Planning branch supports implementation of Colorado Parks and Wildlife’s mission through formulating public policy and conducting research. The branch establishes and maintains close working relationships with local, state, federal, and interstate governmental agencies, private wildlife/park agencies, constituent groups and other interested parties to facilitate their involvement in the development, modification, and implementation of the Division’s Strategic Plan and programs.

Examples of duties

The position exists to provide administrative and technical support to the Parks and Wildlife Commission (PWC) and the Assistant Director for the Policy and Planning branch. The Commission is statutorily responsible for licensing requirements and for the promulgation of rules, regulations, and orders concerning parks and wildlife programs. The Commission meets 8-12 times per calendar year, usually for two-day long meetings held in various locations throughout the state. These meetings are hybrid meetings providing access for both in-person and virtual attendees and this position works across CPW Sections and Units to provide information about commission meetings including planning, logistics, PWC agenda creation, material distribution, and coordination of meetings.

Coordination and facilitation of Commission Agendas and Meetings

Coordinates Commission meetings, including managing the process for scheduling and developing draft and final agendas, working with internal and external stakeholders to coordinate specific agenda item timing, and communicating with staff, commissioners, and the public about meeting agendas and other logistics. This includes all associated documentation and website changes needed for meetings to run efficiently. Uses judgment to establish Commission meeting agendas based on correspondence with staff, the Executive Management Team - including the Director of Colorado Parks and Wildlife - the Chair of the PWC and considers agenda item importance and timeliness to help determine agenda item placement (e.g., action items vs. information items; items needing to go through the rulemaking process, etc.). Manages the process for requests to speak during a PWC meeting from members of the public; communicates with presenters on behalf of CPW leadership and the Commission. Determines appropriate venues for meetings, negotiates and contracts for set up with hotel/meeting site for catering and equipment (e.g., microphones, recording equipment, etc.) needs. Assists CPW teams in the establishment of the Commission’s annual calendar of public meetings and ensures meetings meet statutory requirements (e.g., hosting at least two meetings per year west of the continental divide) and ensuring dates do not conflict with major CPW events. This position also handles the arrangements and social events for meetings in coordination with Regional staff, helps set up and take down meeting technology, and assists staff through Zoom and Google Chat throughout meetings. Responsible for ensuring all Commission equipment and materials are brought to Commission meetings which includes towing the equipment trailer. This position also oversees and facilitates decision processes and voting during Commission meetings, corresponding with the Chair and other Commissioners, as well as CPW’s Director and Policy team.

Operational and Financial Commission Cost-Center Management

The position functions independently when managing the cost center and overall operations for the PWC. This position serves as the point of contact for all Commission-related budget inquiries and budget related tasks and regularly works with Financial Services staff to process payments and ensure the Commission budget is managed appropriately. This position is responsible for the day-to-day financial and operational management of this cost center, ensuring travel, overall meeting costs, supplies, and other expenses do not exceed allocated budget in addition to ensuring that agency leadership is aware of issues and opportunities to facilitate timely and direct communication with Commission members. This position applies knowledge of CPW protocols and operations when resolving customer concerns, requests for information, and responding to constituents on behalf of the agency and/or Commission. Reviews, processes and approves all Commissioner reimbursements. Determines and ensures validity of reimbursement requests and purchases and ensures compliance with State Fiscal Rules, Division Administrative Directives and other directives (e.g., Out of State Travel). Ensures travel, overall meeting costs, supplies, and other expenses do not exceed allocated budget. Identifies and contracts vendors for audio support, catering, venues, etc. Manages financial data entry in CORE, SARA and One Card credit cards. Creates and maintains accounting reports and files as needed.

Commission Executive Level Support

The position provides technical and executive level support functions to the Parks and Wildlife Commission. Establishes processes to keep the official Commission meeting records (record meetings, take notes, establish official minutes, respond to Open Records requests, etc.) based on statutory requirements for operation of Commission. Determines what actions taken by the Commission are “official actions” for purposes of inclusion in official meeting minutes. Track and delegate requests from the CPW Commission, Director’s Office, staff and other constituents. Manages communication sent to the Commission including but not limited to: routing Commissioner’s, CPW Director, or other parties as appropriate to one another, maintaining records of correspondence while also ensuring concerns are addressed appropriately and in a timely manner. Uses judgment to determine those matters which require responding quickly to requests; and determine if the issue is politically sensitive and needs immediate attention. Also responds on behalf of the Commission in writing via e-mail or memo Commission requirements in order to ensure the public understands proper protocol for getting issues before the Commission. Assists in developing and coordinating New Commissioner Orientation and onboarding processes - including iPad use and travel reimbursements - for new Commissioners as outlined in Administrative Directives. The Commission Coordinator works closely with the Assistant Director of the Policy and Planning Branch to develop guidelines, work processes, and procedures to facilitate efficient, user-friendly, easily accessible forms and information for the staff and commissioners as needed. This position disseminates information about Commission meetings, policies and procedures and maintains updated information to commissioners and staff.

AD Executive Assistant Support

The individual in this role performs technical and executive assistant support functions for and regularly meets with the Assistant Director of the assigned branch. This role prepares a variety of documents including, reports, procedures and spreadsheets. Assists with other administrative tasks as needed.

Website Management & Other Duties as Assigned

This position is responsible for providing the information necessary to keep staff and constituents better informed about the development of policy and regulations by the Commission and how they are working to manage parks, wildlife and outdoor recreation programs administered by the agency by developing and maintaining the Commission website and Google Drive. This position is also responsible for management of the public website including but not limited to monthly Commission webpages, public notices of meetings, etc. This is a critical element to the Commission’s ability to keep the public informed pursuant to all Open Meetings requirements and involves direct communication with the public associated with any additional information. This position is also responsible for management of the Commission’s Google drive information.

Minimum Qualifications

At least five (5) years of professional work experience in an office support role, at least one year MUST have included experience supporting policy, regulations, boards and commissions, public involvement or planning work.

OR

Education and Experience:

A combination of related education and/or relevant experience in an office support role, at least one year MUST have included experience supporting policy, regulations, boards and commissions, public involvement or planning work equal to five (5) years.

Substitutions

  • Appropriate education in business administration, public administration, program administration, natural resource management, biology, ecology, project management or other field of study related to the duties of this position may substitute for the required experience on a year-for-year basis but not the one year of specific experience.

Preferred Qualifications

  • Current or former State experience relevant to this position.
  • The preferred candidate will have substantial and recent experience in progressively responsible positions relating to organization management and direct support of a professional staff.
  • The outstanding candidate will have high proficiency in Microsoft Office Suite products (Word, Excel, PowerPoint), Adobe, and Google applications.
  • The highly preferred candidate will also have excellent written, oral, interpersonal and team-related skills.
  • High familiarity engaging different stakeholder groups and working with political appointees as well as the most effective ways (or methods) to do so.
  • Strong ability to work independently and also contribute to a team.
  • High familiarity with Commissions or Boards.
  • Previous experience working in executive level management.

Conditions of Employment

  • State of Colorado residency is required at the time of application.
  • Must possess and maintain a valid state of Colorado driver's license if operating a State vehicle.
  • Travel is approximately 3 to 4 days/month (or every other month) all around the state of Colorado.
  • Schedule is anticipated to be hybrid (3 days/week at work address and remainder working from home).
