The Assistant Director of the Domestic Violence Division oversees the operations of the civil case management unit within the division, supervising Case Managers, Administrative Assistants, and Judicial Support Specialists. The role ensures the effective delivery of case management services that support the timely, consistent, and fair disposition of cases.

The Assistant Director of the Domestic Violence Division is responsible for overseeing the operations of the Domestic Violence civil case management unit within the Domestic Violence Division, including supervising a staff of Domestic Violence Case Managers, Administrative Assistant(s) and Judicial Support Specialist(s). Specifically, the Assistant Director supervises and coordinates the work of each case manager in assisting Domestic Violence Division Judges with the timely disposition of cases through case management and case monitoring. The Assistant Director ensures that in each division the case managers are preparing cases for court hearings and briefing judges, attending hearings, providing case information to pro-se litigants and system staff, and performing case coordination and referrals to community-based services.

The Assistant Director is also responsible for ensuring the uniformity of court procedures and identifying and providing solutions to systematic problems by meeting with interagency personnel. At the same time, the position requires one to act as the case manager to the Administrative Judge of the Domestic Violence Division. The Assistant Director works independently, reporting major activities through periodic meetings with the Division Director.

Regularly communicate with judges and judicial staff to support the efficient administration of civil and criminal cases, while collaborating verbally and in writing with internal staff to coordinate schedules, hearings, and case management activities. Engage extensively with external partners, including public and private attorneys, community service providers, county support services, grant personnel, and other agencies serving victims, children, and offenders. Maintain ongoing coordination with the Clerk of Courts and Comptroller, AOC leadership, and other court divisions to ensure procedural consistency, legal compliance, and effective service delivery. The position also involves regular interaction with the public, self-represented litigants, and community stakeholders to provide case status information, procedural guidance, and referrals that support timely case resolution, victim safety, and access to services.

Responsibilities:

  • Supervises the case managers in their duties, keeping them current on changes in the law and changes in procedures.
  • Handles the duties of the case managers in their absence to ensure that all cases in that section are being addressed in a timely manner, including covering branch court calendars and caseloads when case managers are on leave.
  • Prepares case managers schedules and ensure the Civil Injunction Hearings are properly staffed.
  • Trains new staff on all matters pertinent to case management: legal procedure and statutes, practices, and protocols, as well as an overview of the systems used in and out of court.
  • Completes performance evaluations, beginning of review period performance plans, and position descriptions for the Domestic Violence case managers.
  • Approves timesheets for Domestic Violence case managers.
  • Monitors and reviews new legislation, case law, rules and other mandates requiring procedural and/or administrative changes and implements required changes.
  • Addresses court related questions/issues/specialized crisis calls presented by the staff, judiciary, and outside agencies.
  • Performs general case management functions: attends court hearings, reviews and evaluates cases; drafts court orders; arranges time-sharing; calculates child support; assists in the scheduling of judicial events; performs criminal background checks; conducts legal research and advises judges of substantive and procedural changes in the law.
  • Monitors, tracks, and coordinates community resources for referral of victims, children and offenders to counseling/treatment programs and monitors compliance with terms and conditions of court orders to prepare for and schedule related judicial proceedings.
  • Assists self-represented litigants in person, by telephone, via Zoom, and correspondence, providing case status and procedural information in accordance with rules of family and civil procedures, related laws, and statutes.
  • Prepares for and case manages civil compliance, civil contempt, and criminal contempt calendars.
  • Assists with the preparation and updating of the Continuity of Operations Plan (COOP) Manual.
  • Performs a variety of administrative duties to assist and support the director with the functions and operations of the division as a whole which may include such tasks as: preparation of the yearly budget submission, yearly judicial certification, and local requirements for the Executive Office.
  • Assists with updating forms/court orders, the creation and maintenance of bench book/staff training manuals and storing up-to-date information in SharePoint.
  • Works on projects outside the scope of immediate case management: requests from Division Director, Administrative Judge, outside agencies, etc.
  • Attends ongoing AOC trainings for supervisors and Division trainings; travels to different conferences for the Division and/or Circuit.
  • Participates in local community councils and workgroups to exchange information, solve problems, and coordinate services.
  • Attends Domestic Violence Division Judges, Judicial Assistant, Court Operations, Coordinating Council meetings and meetings with outside partners with Director, or in Director’s absence.
  • Performs related work as required.

Qualifications:

  • Graduation from an accredited college or university with a Bachelor’s degree in business administration, public administration, psychology, criminology, social work, law or related fields.
  • Four (4) years of related professional experience.
  • Two (2) years of supervisory experience.
    • Juris Doctor degree may substitute for three years of required experience.
    • Member in good standing with the Florida Bar preferred.

Knowledge, Skills, and Abilities (KSAs):

  • Working knowledge of laws, court rules, procedures and policies, legal documents, and legal factors pertaining to the court of assignment.
  • Knowledge of the organization, operation, function, and jurisdiction of the court of assignment.
  • Knowledge of the calendaring procedures in the court of assignment and of modern techniques of case management.
  • Knowledge of modern office practices and procedures.
  • Knowledge of personal computer software – Microsoft Outlook, Word, Excel, and Zoom.
  • Ability to communicate effectively in writing, orally and through presentations.
  • Ability to understand and follow oral and written instructions.
  • Ability to make work decisions in accordance with laws, regulations, and departmental policies and procedures.
  • Ability to accurately maintain a variety of complex records.
  • Ability to establish and maintain effective working relationships with the judiciary, court administration personnel, and other private and public agency staff.
  • Ability to work with minimal supervision and recognize and establish work priorities.
  • Ability to handle sensitive matters with integrity and confidentiality.
  • Ability to operate standard office equipment including personal computers and word processing and data entry applications for case management.
  • Ability to work effectively with the public and handle individuals who are under stress with courtesy, tact, and patience.
