County Fiscal Officer 3 manages the overall financial operations of Westmoreland County Department of Human Services' Area Agency on Aging. Examples of duties
This position supervises and directs fiscal and administrative staff responsible for accounts payable, accounts receivable, financial data entry, reconciliations, consumer and provider payments, and other accounting functions. It guides daily tasks and keeps overall operations on track. As County Fiscal Officer 3, you will perform the following duties:
- Staff Supervision: Organize workloads, evaluate performance, participate in hiring, train new employees, and provide ongoing guidance to ensure compliance with agency procedures and policies
- Budget Processes: Develop and manage the agency’s County and State budgets, analyze budgeted versus actual revenues and expenditures, prepare budget revisions, and provide financial analysis to agency supervisors.
- Fiscal Oversight Developing cost-allocation methods and rates for labor, administration, and overhead; evaluate variance reports; review and approving provider payment vouchers; oversee fixed-asset inventory and depreciation records, and facilitate agency purchasing
- Compliance and Accountability: Coordinate annual audits with independent auditors and the County Auditing Department and ensure fiscal activities comply with applicable policies, procedures, and regulations
- Process Collaboration: Provide fiscal technical assistance to subcontractors and coordinate with County financial offices
Work Schedule and Additional Information:
- Full-time employment
- Work hours are 8:30 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.
- Telework: You may have the opportunity to work from home (telework) part-time, after the initial training and probationary period. The ability to telework is subject to change at any time. Additional details may be provided during the interview.

Qualifications
QUALIFICATIONS
Minimum Experience and Training Requirements:
- One year as a County Fiscal Officer 2; or
- Three years of accounting and/or budgetary experience and a business-related bachelor’s degree that includes six college credits in accounting; or
- Five years of accounting and/or budgetary experience and a business-related associate’s degree that includes six college credits in accounting; or
- An equivalent combination of experience and training which includes or is supplemented by six college credits in accounting.
