Under general supervision, performs a variety of general support functions in connection with the election process; and performs related duties as required.
SUPERVISION RECEIVED AND EXERCISED
Receives general supervision from the Assistant County Clerk. Exercises no supervision of staff.
CLASS CHARACTERISTICS
An incumbent in this class performs complex technical detailed and accurate support activities associated with the preparation for and conduction of elections, and may provide direction to temporary staff in a variety of functions related to the election process. Incumbents must be able to perform their duties in an impartial manner and must maintain the confidentiality of sensitive records and information.

- Operate a variety of office machines, including voter machines and computers.
- Prepare a variety of correspondence, forms, legal documents, reports, and other written communication; reconcile accounts; prepare deposits; process and track invoices and payments.
- Research and apply election and related codes and regulations relevant to the assignment.
- Verify, code and enter information into the Election Management System; assists in maintaining master file of registered voters, street index, and/or other elections files.
- Process and send cancellation notices, voter notifications cards and third party change of address notifications.
- Resolve problems arising from the registration process including following up on missing information, mailing of rejected affidavit letters, and research regarding prior registration; conduct file maintenance procedures in conformance with the California Elections Code.
- Assists with vote-by-mail ballots including the preparation of incoming applications, the data entry of incoming applications and voted ballots, the issuance of vote-by-mail ballots; the processing of voted vote-by-mail ballots and the reconciliation of vote-by-mail ballots issued, received and tabulated.
- Verify signatures on voted vote-by-mail ballots, various initiative petitions and candidate’s petitions in-lieu/nomination documents.
- Respond to questions and inquiries by telephone or at the counter from candidates, representatives of candidates, office holders, voters and the general public about general information regarding election activities, including voting regulations, location of polling places, vote-by-mail voter applications, ballots; takes and transmits messages.
- Answer questions regarding campaign disclosure forms, filing deadlines, and requirements for filing nomination papers. Issues and processes the filing of candidate nomination papers; verifies registration and political affiliation; accepts filing fees; accepts and proofreads candidates; statements of qualifications.
- Assemble and pack precinct supplies; recruit election officers; confirm use and access of polling locations; coordinate the pickup and return of polling place keys; prepare election officers’ payroll.
- Assist in the inventory, canvass process; vote history update; 1% manual tally; preservation and destruction of election materials.
- May assist in the preparation and proofing of sample ballots and official ballots.
- File, review, and maintain logs on conflict of interest statements and campaign disclosure filings; follow-ups on incomplete filings by written correspondence.
- Issues marriage licenses; performs marriage ceremonies.
- Files fictitious business name statements.
- Maintains archive records and information.
- Processes passport applications.
- Attends various meetings and training as required or appropriate.
- Performs other related duties as assigned.
Qualifications
Knowledge of:
- California Elections and Government Codes, as well as other applicable laws and ordinances, as they pertain to the conduct of elections and registration of voters.
- Modern office practices, methods, and computer equipment and applications related to the work.
- Basic record-keeping, report preparation and filing systems and methods.
- English usage, grammar, spelling, vocabulary, and punctuation.
- Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and County staff.
Ability to:
- Understand, interpret and apply all pertinent laws, codes, regulations, policies and procedures, and standards.
- Establish and maintain under extensive pressure, effective working relationships with staff, elected officials and with the public.
- Understand and follow oral and written and oral instruction.
- Compare and check names and numbers accurately and quickly.
- Make accurate arithmetic calculations.

Education and Experience:
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be
Equivalent to graduation from twelfth (12th) grade and one (1) year of office support experience. Experience working in an election office is highly desirable.
Licenses and Certifications:
- Possession of a valid California Driver’s License.
