Job Description

Retail & Banking Technology (R&BT; domain) is a key element of the scalable Tech foundation for ING’s strategy going forward. The CIO Office has been in established for some years now and has matured to a great extent. Currently we are supporting the Tribes within Banking Technology and enable the collaboration with the ING Retail countries, which has proven its value with many proof points.

We are looking for a committed, highly organized, and delivery-oriented Country Integration Manager to work closely with the CIO Office team(s) within R&BT. The CIO Office coordinates and oversees the strategies and initiatives of Change (incl. Transition) and Transformation, Process-, Portfolio- and Performance Management, Reporting & Data Insights and Generic / Facility business support.

Roles and responsibilities

The main focus is to accelerate the strategic initiatives within CTO / Retail & Banking Technology. First focus will be Scalable Tech to M5, for which SteerCo is led by the CTO (group level). In this role, he/she will be the trusted advisor towards the CIO, Chief Architect and Head of CIO Office - R&BT, and he/she needs to be able to understand the complex (IT) landscape of all Retail countries and Wholesale Banking, understand their transformation plan (including DP plans), and be able to guide, coach and steer their planning towards achieving the scalable tech / scalable bank concept while still achieving the business initiatives / strategic country roadmaps.

  • Strategic Planning & Scalable Tech/Bank Outcomes - Steer countries and domains to deliver on the scalable tech / scalable bank ambition by ensuring aligned planning, consistent processes, and progress toward M5. Achieve global consumer need fulfillment across the 50 scalable capabilities by orchestrating cross R&BT and cross organization coordination.
  • Country Delivery & Global Transformation Results - Enable and enforce successful country delivery towards M5 by guiding and mentoring teams. Produce integrated technical roadmaps with countries and global tech providers (not limited to the scope of R&BT), including dependency management and prioritization. Ensure technical progress through deep dives and POCs that unblock or accelerate transformation outcomes.
  • Country alignment governance & Effective collaboration - Establish a clear vision, governance model, and decision structure for the CIM team that clarifies roles and responsibilities. Besides, ensure clear collaboration between provider and consumer (both within and outside R&BT), including measurable synergy between product development, operations, and the CIO office through aligned priorities and integrated ways of working.
  • Target Platform Operating Model Development - Define and embed target (tech) platform operating models that integrate local and global contexts, resulting in a harmonized and scalable way of working across the global organization.
  • Strategy development - Analyzing information and testing hypotheses to identifying optimal technology strategy solutions to address business needs. Collaborate with cross-functional teams to identify opportunities, assess technology trends, and develop strategies that align with the company's overall business objectives
  • (Non-)Financial Management - Design and implementing reporting frameworks and tools that enhance transparency and decision-making processes, including external reporting towards C-level functions
  • Collect, analyze, and interpret data to provide actionable insights that support the decision-making process, and contribute to the development and implementation of strategic plans by providing data-driven recommendations and insights
  • Stay up-to-date with emerging technology trends and identify opportunities for innovation/ experimentation and growth. Develop expert content and take part in professional forums

  • University / Post Graduate (Masters Degree) degree in Computer Science or related engineering degree, or equivalent practical experience.
  • 10+ years in IT delivery and/or program management within a global complex organisation, preferably in the finance industry.
  • Working experience within multiple CTO domains across ING, preferably in a senior leadership role.
  • Operates independently and delivers impact from day one, engaging effectively with tribes, countries, and C level stakeholders. Translates complex topics into clear, actionable, executive ready insights and demonstrates strong understanding of ING’s values, culture, and the broader finance and IT landscape.
  • Provides expert leadership in delivery and organizational improvement, working autonomously while guiding teams toward higher maturity. Challenges existing models using data driven insights and sets direction for complex, cross tribe initiatives.
  • Leads strategically in environments of change, anticipating risks, analyzing sophisticated problems, and influencing decisions with long term, cross country impact. Navigates ambiguity confidently and prioritizes effectively.
  • Builds alignment and manages senior stakeholders with authority, addressing conflicts early, balancing diverse needs, and communicating with clarity and impact at C level. Influences without formal authority and enables collaboration across organizational boundaries.
  • Demonstrates resilience, adaptability, and Orange Code leadership, modelling ethical behavior, cultural awareness, and positive energy. Remains composed under pressure and fosters an inclusive, values driven culture that keeps teams productive through change.
