Job Description

The Counterintelligence Specialist serving as the Passage Material (PaM) Coordinator provides operational CI support to USINDOPACOM J2X, with a primary focus on processing, evaluating, and coordinating Passage Material in accordance with DoDI S-5240.09. This role directly supports Combatant Command CI operational planning by ensuring that PaM nominations align with CCMD goals, operational requirements, and offensive CI operations (OFCO) authorities. The ideal candidate possesses strong understanding of CI operations, policies governing PaM and OFCO activities, and the ability to coordinate across multiple command elements.

Clearance: TS/SCI (with Poly if required) Mission Area: USINDOPACOM J2X – Counterintelligence, HUMINT & Exploitation

Responsibilities

PaM & Offensive CI Operations Support

  • Supports J2X in fulfilling requirements under DoDI S-5240.09, which mandates Combatant Commands to identify and process requirements suitable for Offensive Counterintelligence Operations (OFCO).
  • Provides input to the Combatant Command Military Operations (CCMO) office regarding CI operational requirements, ensuring PaM supports approved CI operational objectives and mission needs.
  • Assists in identifying, nominating, and refining PaM that contributes to USINDOPACOM CI goals and broader operational strategies.

PaM Processing & Decision Documentation

  • Manages the full PaM processing workflow for the Combatant Command, including staffing for approval, conditional approval, or disapproval of nominated material.
  • Ensures all decisions are properly documented within CCMD systems and meet compliance requirements.
  • Serves as the central point of contact for all PaM submissions, reviews, and status updates.

Compliance, Coordination & Liaison Functions

  • Acts as the CCMD focal point for coordination of all nominated PaM across J2X, service components, supporting elements, and required external partners.
  • Ensures all activities comply with DoDI S-5240.09 and applicable CI operational authorities.
  • Coordinates with CCMD staff, intelligence elements, and operational planners to ensure PaM supports ongoing and planned CI operations.

PaM Development & Mission Alignment

  • Works with CCMD staff to develop, refine, or validate PaM that supports USINDOPACOM operational and strategic CI requirements.
  • Identifies new PaM opportunities that can enable or enhance future CI operations.
  • Ensures PaM aligns with command goals, operational planning cycles, and evolving mission priorities.

Qualifications

  • Experience supporting CI operations, targeting, or CI mission planning.
  • Knowledge of DoDI S-5240.09 and policies governing Passage Material and OFCO authorities.
  • Strong analytic, organizational, and documentation skills, particularly in support of operational approval processes.
  • Ability to coordinate across multiple staff sections, service components, and supporting agencies.
  • Excellent written communication skills with the ability to produce accurate and compliant operational documentation.

Preferred Qualifications

  • Experience working in a Combatant Command or supporting CI programs at operational or strategic levels.
  • Familiarity with USINDOPACOM J2X processes, CI authorities, and operational planning structures.
  • Background in CI operations, collection management, HUMINT operations, or operational support roles.
