Job Description

The Counterintelligence (CI) Specialist provides analytic, production, and targeting support to the USINDOPACOM J2X mission, which leads the management, synchronization, and de-confliction of all Theater CI, HUMINT, and Exploitation activities across the Indo-Pacific Area of Responsibility (AOR). This position supports the Command Counterintelligence Coordinating Authority (CCICA) by producing actionable CI intelligence, delivering situational awareness of Foreign Intelligence Entity (FIE) threats, coordinating CI activities, and contributing to theater-wide CI strategies and integrated targeting efforts. The ideal candidate possesses strong analytic tradecraft, deep understanding of FIE operations, and the ability to work collaboratively across DoD components, Intelligence Community partners, and international entities.

Responsibilities

Foreign Intelligence Entity (FIE) Threat Analysis

  • Conducts comprehensive research across classified and unclassified systems to identify FIE activities, networks, tradecraft, and targeting methodologies.
  • Produces high-quality CI analytic products that enhance DoD understanding of FIE motivations, associations, capabilities, and intentions.
  • Provides analytic and targeting support to identify FIE organizations, leadership, officers, facilitators, support structures, and operational patterns.
  • Identifies targeted technologies of interest to FIEs and develops new CI collection requirements to refine ongoing intelligence efforts.

CI Analytical Production & Operational Integration

  • Integrates CI analysis into products supporting CI inquiries, CI operations, CI investigations, CI functional services, and theater-wide CI strategies.
  • Contributes to development of USINDOPACOM CI integrated target lists and collection requirements.
  • Evaluates CI reporting and drives collection against identified USINDOPACOM intelligence gaps.
  • Produces focused analytic products by synthesizing information from CI operations, HUMINT, investigations, and collection activities.

Situational Awareness & Mission Support

  • Provides intelligence assessments that enhance situational awareness of FIE threats impacting US personnel, operations, and interests in the Indo-Pacific.
  • Supports coordination, synchronization, de-confliction, and planning of theater CI activities conducted by USINDOPACOM, subordinate Joint Task Forces, service components, and Defense Agencies.
  • Ensures CI analytic production aligns with CCICA objectives and broader J2X priorities.

Collaboration & Stakeholder Engagement

  • Participates in information exchanges with USINDOPACOM service components, U.S. Intelligence Community partners, and international partners, as appropriate.
  • Coordinates with Collection Managers to assess whether CI requirements are being met and to support ad hoc requests for CI-related information.
  • Briefs senior leaders on adversary threats, analytic findings, and intelligence-driven recommendations.

Qualifications

Required Qualifications

  • Demonstrated experience conducting CI analysis, CI targeting, or FIE threat assessments.
  • Strong knowledge of FIE organizations, operational tradecraft, collection platforms, and targeting methodologies.
  • Experience supporting CI operations, investigations, HUMINT activities, or identity intelligence.
  • Ability to research, analyze, and integrate information into coherent, actionable CI products.
  • Experience collaborating with DoD components, IC partners, and/or law enforcement entities.
  • Strong oral and written communication skills with the ability to brief senior leaders.

Preferred Qualifications

  • Experience within USINDOPACOM or other geographic combatant commands.
  • Experience supporting CI inquiries, CI operations, and CI integrated targeting efforts.
  • Familiarity with DOMEX, SSE, CI Support to Cyber, identity operations, or signature reduction.
  • Experience generating CI collection requirements and evaluating CI reporting.
