This position will be working in Travis County’s Counsel at First Appearance (CAFA) program. Travis County will be providing attorneys (defense and prosecution) to arrested persons during the magistration process. This Business Analyst III will function as a coordinator of the court processes, will provide technical computer assistance to the judge and court participants, and will manage and schedule our Business Analyst II/CAFA Court Coordinators and Interpreters. As a part of CAFA, this position will be expected to work in the evenings, weekends, and holidays on a rotation basis.

This is the fourth in a series of four business analyst-related job classifications within the Information Technology job family. Provides moderately complex to complex technical consulting and support services for defining, developing and improving functional or business processes to meet user and organizational needs. The Business Analyst III performs complex Information Technology functions and may perform computer hardware and software installation, network administration and database management within a department. This classification may require a flexible work schedule in order to meet the needs of the department.

Examples of duties

Performs other job-related duties as assigned including:

• Under limited supervision, performs advanced complex legal, administrative, technical and operations assistance and research for judges and court staff.
• Maintains order and decorum of the court during CAFA Magistration hearings.
• Assists the judge, attorneys and the public in their interaction with the court system.
• Coordinates activities within the courtroom and monitors and assists with daily implementation and use of electronic courtroom equipment and the document management system during magistration hearings.
• Reviews upcoming dockets for language needs, coordinates with Spanish interpreter as needed, and schedules Language Line for defendants’ needs other than Spanish.
• Coordinates the CAFA TEAMS meeting, invites/adds individuals working on the shift, ensures Pretrial, Defense, and Prosecution teams complete docket review, communicate in person and through TEAMS.
• Creates/Manages CAFA Magistration hearing schedule; coordinates with departments on who is working on the shifts
• Serves as Zoom Coordinator for Magistration, creates breakout rooms and ensures all courtroom equipment is functioning
• Manages and schedules all CAFA Court Coordinators and helps direct their training and work
• Schedules regular business meetings with the associate judges and acts as a liaison for them with associated Travis County departments as needed

Customer Support Duties:

• Provides on-site desktop support, endpoint management and assistance outside of core business hours, on weekends, holidays and as needed to bring resolution.
• Creates, resets and deletes user profiles. Assists users with access or login problems.
• Installs, configures, deploys and supports hardware cameras, printers, desktops and peripherals.
• Installs, configures, deploys and supports new software packages, upgrades new desktop hardware for users’ desktops, laptops and printers.
• Works with varied versions of client technologies, installing and testing across many different platforms. Assists in determination of technology requirements.

Qualifications

Education and Experience:
Bachelor's degree in Computer Science, Information Systems, Business Administration or a directly related field AND five (5) years of relevant work experience;

Any combination of education and experience that has been achieved and is equivalent to the stated education and experience and required knowledge, skills, and abilities sufficient to successfully perform the duties and responsibilities of this job.

Licenses, Registrations, Certifications, or Special Requirements:
Valid Texas Driver's License.

Preferred:
Microsoft Certified Systems Engineer (MCSE) Certification.
Certified Novell Administrator (CNA) Certification.
Certified Novell Engineer (CNE) Certification.

Knowledge, Skills, and Abilities:

Knowledge of:

• Policies, practices, procedures and terminology of assigned function.
• Federal, State, Local and County applicable laws, rules, regulations and guidelines.
• Information technology hardware, software and peripherals as related to assigned function.
• Existing automated business applications and their relationships to each other and interfaces with other automated systems.
• Software engineering and the software development lifecycle.
• Computer equipment to include word processing, spreadsheets, databases and a variety of software packages.
• May be required to develop knowledge of and adhere to federal and state laws requiring the confidential handling of certain health information.

Supplemental information

Physical requirements include the ability to lift/carry up to 35-40 pounds occasionally, visual acuity, speech and hearing, hand and eye coordination and manual dexterity necessary to operate a computer and office equipment. Subject to standing, sitting, walking, climbing, crawling, bending, stooping, crouching, kneeling, pushing, pulling, reaching, twisting, balancing, repetitive motion, and squatting to perform the essential functions. Subject to exposure to variations in extreme heat, cold, mechanical, fume/odor, and dust/mites.

Travis County employees play an important role in business continuity. As such, employees can be assigned to business continuity efforts outside of normal job functions.
