Job Description

JST is currently seeking a Cost Estimating & Price Analysis Support SME to join our team. The SME shall serve as the primary resource responsible for delivering comprehensive cost/pricing support across the full spectrum of FRTIB contractual instruments, including but not limited to micro‑purchases, simplified acquisitions, large contracts, Government Purchase Cards, Interagency Agreements, BPAs, Task Orders, Call Orders, and all federal contract types. Support includes assisting with Independent Government Cost Estimates (IGCEs), drafting proposal preparation instructions for RFQs and RFPs, and reviewing cost and price proposals, quotations, and bids submitted in response to announced procurements.

Cost Estimating & Price Analysis Support SME Responsibilities

  • Illustrative historical activity includes approximately 120 cost and pricing actions per year, including:
    • Independent Government Cost Estimates (IGCEs)
    • Price analysis memoranda
    • Cost realism or reasonableness support
  • Assist in the development and application of Agency cost estimates by:
    • Identifying appropriate cost estimating approaches relative to the nature and size of the procurement.
    • Collaborating with FRTIB offices to develop IGCEs using commonly accepted methodologies.
    • Supporting Agency Offices and Contracting Officers in preparing cost evaluation plans and assisting with subsequent evaluation of proposals, quotations, and bids.
    • IGCEs are typically required for actions above the Simplified Acquisition Threshold (SAT).
  • Must provide advisory and assistance support to Contracting Officers in drafting cost proposal preparation instructions for solicitations. This includes recommending sample cost exhibits and instructions that facilitate equitable evaluation of costs across multiple proposals, quotations, or bids.
  • Must support the Contract Operations division by:
    • Developing price evaluation plans.
    • Reviewing and analyzing cost proposals, quotations, and bids.
    • Providing pre-award price and cost analysis support to ensure fairness and reasonableness.
  • Provide advisory and assistance support during contract administration, including:
    • Compiling and maintaining Agency historical cost data to support development of an FRTIB cost database.
    • Reviewing Contractor submissions for all pricing components.
    • Validating option pricing prior to exercise to ensure currency and reasonableness.
    • Assisting Contracting Officers with cost and price analyses related to contract terminations.
    • Updating and maintaining necessary files and documentation.
  • Review, maintain, and recommend improvements to the program's cost estimating structure to enhance efficiency, accuracy, and consistency. Any improvements and/or recommendations will be submitted to the COR

Cost Estimating & Price Analysis Support SME Qualifications

  • 10+ years of extensive experience in federal cost estimating, price analysis & acquisition support.
  • Bachelor's degree in finance, economics, business, acquisition or a related field.
  • Strong knowledge of FAR related to cost and price analysis.
  • Experience developing Independent Government Cost Estimates (IGEs) and conducting cost realism & price reasonableness analyses.
  • Strong analytical and quantitative skills, with the ability to interpret complex financial data.

Required Clearances and Screenings

  • MUST have a Public Trust clearance
  • MUST be able to pass a US Government Security Clearance
