About TAC

Tashkent Airport Company (TAC) is the operating company for the new Tashkent Greenfield Hub Airport, a PPP backed by Vision Invest, Sojitz, Incheon International Airport Corporation and Uzbekistan Airports. Opening in 2030 with capacity for 20 million passengers and 126,000 tonnes of cargo, the airport will grow to 50 million passengers and 500,000 tonnes by 2065. TAC will operate and manage the landside and terminal, and will operate — directly or via concessions — ground handling, the fuel farm, in-flight catering, MRO and the general aviation terminal.

Role Purpose

The Cost Engineer supports the Project Controls function by developing and maintaining cost estimates, budgets, and forecasts for the project, and by tracking actual costs against baseline to identify variances and trends. The role provides accurate, timely cost data and analysis to support informed decision-making across a portfolio of large-scale EPC and infrastructure works exceeding $100M+, working closely with planning, procurement, and site teams.

Key Responsibilities

1. Cost Estimating & Budgeting

  • Develop and maintain detailed cost estimates and budgets for project packages, in line with approved WBS/CBS structures.
  • Support development of CAPEX models and cost baselines for EPC packages.
  • Maintain and update internal unit rate databases and cost benchmarks.

2. Cost Control & Forecasting

  • Track actual costs, commitments, and accruals against approved budgets.
  • Prepare forecasts (EAC/ETC), perform variance analysis, and identify cost trends for management attention.
  • Support Earned Value Management (EVM) reporting at project and package level.

3. Change & Risk Support

  • Support the change control process by assessing cost impact of proposed variations and change orders.
  • Assist with quantitative risk analysis, incorporating results into cost forecasts and contingency assessments.

4. Reporting & Documentation

  • Prepare periodic cost reports, dashboards, and supporting analysis for project leadership.
  • Maintain accurate, well-organized cost records, back-up documentation, and audit trails.
  • Support tender evaluation and cost estimation for major contracts as required.

5. Coordination

  • Work closely with planning, procurement, and site teams to ensure cost data is accurate and up to date.
  • Validate contractor cost submissions and invoices against contract terms and progress.
  • Support the Cost Control & Planning Manager in implementation and use of PMIS/EPMIS systems.

Candidate Profile

Qualifications & Certifications

  • Bachelor's degree in Quantity Surveying, Civil Engineering, Construction Management, or a related field.
  • Relevant cost engineering certifications (e.g. AACE CCP/CEP) an advantage.

Experience

  • Minimum 5–8 years of experience in cost engineering or cost control, including EPC or large-scale construction environments.
  • Experience in airport, infrastructure, or major capital projects is preferred.
  • Working knowledge of EVM, CAPEX planning, and cost forecasting techniques.
  • Experience with PMIS/EPMIS or cost management software.

Skills & Attributes

  • Strong analytical skills with high attention to detail and accuracy.
  • Proficiency in Excel and cost management/reporting tools.
  • Clear communicator able to present cost data to non-specialist stakeholders.
  • Fluent English required, Russian or Uzbek an advantage.

Success Measures (indicative)

  • Cost estimates, budgets, and forecasts maintained accurately and delivered on schedule.
  • Cost variances and trends identified early, with clear reporting supporting timely management decisions.
  • Cost data and documentation maintained to a standard that supports audit and reporting requirements without rework.
