The Department of Corrections is seeking a highly motivated and qualified individuals for the position of Corrections Specialist 3 - Non-Permanent at the Stafford Creek Corrections Center in Aberdeen, Washington.

Stafford Creek Corrections Center is a 1,936-bed multi-custody facility located five miles west of Aberdeen, on the southern Washington Coast. There are seven living units for medium and minimum long-term custody Incarcerated Individuals and a restrictive housing unit for maximum-custody Incarcerated Individuals. SCCC was Washington State's first tobacco-free facility for both staff and Incarcerated Individuals.

Examples of duties

The CS3 Hearings makes independent decisions in Hearings as to the facts alleged. This position determines appropriate disposition or sanction response to the adjudicated violation. Ensures the “due process” is observed in all aspects of the hearing. Handles evidence and ensures the evidence process is followed. Prepares Hearings and Dispositions, clearly articulating the basis of a fact finding and the supportive rationale of the selected dispositions. This position supports and contributes to the Department Mission Statement by direction the incarcerated individuals’ disciplinary Hearings program in order to hold incarcerated individuals accountable through administration of criminal sanctions.

Duty: Responsible for overall administration of the disciplinary hearings at Stafford Creek Corrections Center.

Tasks include:

Apply thorough knowledge of WACs, DOC policies, and local operation memorandums to administer hearings and determine appropriate sanctions.

Plan, organize, and control the workflow of the Hearings Department.

Recall detailed information and maintain attention and concentration during hearing process to ensure accurate and complete decisions and documentation.

Conduct hearings within appropriate time frames.

Monitor and ensure incarcerated individuals’ due process is followed.

Recommend changes in incarcerated individuals’ custody and classification.

Serves as final appeal authority for general infractions.

May review and recommend revisions on facility Operations Memorandums as applicable to the Hearings Department.

Duty Serve as the custodian of disciplinary records/data.

Tasks include:

Maintain permanent records of disciplinary hearings conducted in accordance with Department policies and Washington Administrative Code requirements.

Maintain control of evidence presented at the hearings to include storage and destruction.

Duty: Provide first-line supervision to one (1) Correctional Officer and one (1) Disciplinary Hearings Office Assistant 3

Tasks include:

Serves as a positive role model over positions supervised.

Conduct timely performance expectations, feedback, and evaluations.

Provide ongoing direction, coaching, and guidance to staff.

Effectively address employee performance and misconduct issues and take appropriate action.

Duty: Other duties as assigned.

Tasks include:

May participate in facility committees as related to position.

Qualifications

Required qualifications:

Thorough knowledge and experience of WAC 137-25 and WAC 137-28.

Sound decision making skills and ability to problem solve.

Ability to recall detailed information and maintain attention and concentration for extended periods of time.

1 year of experience in a correctional setting, including job shadowing a hearings officer and/or completing hearings with/as a Hearings Officer.
Completion of Disciplinary Hearings training in the WA DOC Learning Center.

Preferred/Desired Qualifications:

Bachelor’s Degree AND four years’ professional experience in adult or juvenile corrections, social services, or closely related field.

NOTE: Additional qualifying experience will substitute, year for year, for up to two years of the desired education. A Master’s degree will substitute for one year of experience.

Telework Details

This position may be allocated for telework. If authorized for the role, work may be performed from your home or another offsite location within the state of Washington using a reliable internet or cellular hotspot service at that time. Employees are expected to perform assigned duties in a safe manner, to take proper care all state-issued equipment, and maintain confidentiality of all information in possession while working offsite. Employees will be required to commute to a Department of Corrections facility or field office as business requires, to potentially include components of the onboarding process. Some offices will have a “drop in” area available, however, a dedicated workspace within a DOC facility will not be provided.
