Job Duties

This position contributes to the public safety mission of the Virginia Department of Corrections by providing leadership and oversight of statewide security and transportation operations for the Centralized Transportation Unit. The position directs, coordinates, and evaluates transportation activities to ensure the safe, secure, efficient, and timely movement of inmates among correctional facilities, courts, medical providers, and other authorized destinations.

The position provides strategic and operational leadership to transportation supervisors and staff; develops and implements transportation policies, procedures, and contingency plans; and ensures compliance with departmental policies, security standards, accreditation requirements, and applicable laws and regulations. The Corrections Major serves as a key liaison with institutional, regional, divisional, and external stakeholders to support effective communication, operational coordination, and public safety objectives.

Additionally, the position supports long-range planning, operational readiness, emergency response efforts, resource management, and continuous improvement initiatives to ensure the effective and efficient delivery of transportation services throughout the agency.

Minimum Qualifications

  • Demonstrated ability to lead, develop, mentor, and counsel staff while promoting accountability, professionalism, employee engagement, and organizational effectiveness. Proven ability to analyze operational issues, assess risk, develop solutions, and make sound decisions in complex and rapidly changing situations.
  • Demonstrated ability to plan, coordinate, and evaluate large-scale operations involving personnel, equipment, vehicles, scheduling, logistics, and resource allocation. Ability to review reports, audits, investigations, and operational data to identify trends, ensure compliance, and improve organizational performance.
  • Considerable working knowledge of offender custody and control, transportation security practices, physical control techniques, self-defense, first aid procedures, radio communications systems, incident command principles, emergency operations, and evidence handling procedures. Demonstrated ability to communicate effectively both orally and in writing with executive leadership, staff, correctional facilities, courts, law enforcement agencies, medical providers, and other stakeholders.
  • High school diploma or equivalent. Valid driver's license. Current DCJS certification.
  • Extensive experience supervising corrections, transportation, law enforcement, military, or other public safety personnel. Demonstrated experience leading complex security operations and managing multiple supervisors and staff in a dynamic operational environment. Experience serving as a DOC Watch Commander, Shift Commander, Transportation Commander, or in a comparable leadership role.
  • Comprehensive knowledge of VADOC policies, procedures, and correctional practices, with a strong understanding of inmate transportation operations, offender custody and control, transportation security requirements, and emergency response procedures. Demonstrated experience developing, implementing, interpreting, and communicating policies, procedures, post orders, operational directives, and contingency plans.

Additional Considerations

  • LEAD Graduate or equivalent supervisory, leadership, or management training.
  • Experience directing inmate transportation operations, regional security operations, or other large-scale public safety programs.
  • Experience developing policies, procedures, operational plans, audits, inspections, or compliance initiatives.
  • Current Commercial Driver's License (CDL) or the ability to obtain and maintain a CDL as required.
