Overview

Nakupuna Federal is seeking a Contracting Officer's Representative (COR) Program Specialist to join our team of talented consultants providing professional services to the Defense Health Agency (DHA). This full-time position supports the establishment and execution of a network-wide COR program, federal contract administration, acquisition planning, requirements development, process improvement, and stakeholder coordination. The ideal candidate has at least five years of federal contract management experience and the judgment to advise leadership and requiring activities on complex acquisition and contract administration matters.

Responsibilities

  • Support the establishment and execution of the DHA COR program by recommending its structure, goals, performance measures, and operating approach.
  • Develop and implement standardized COR processes, templates, and standard operating procedures to promote consistency and compliance across supported military treatment facilities.
  • Serve as a subject matter expert to DHA leadership and provide guidance to CORs on complex contract administration matters.
  • Track COR appointments and terminations across the network and maintain complete, accurate, and current program records.
  • Establish and support a formal mentorship program that pairs experienced CORs with new appointees.
  • Collaborate with clinical, technical, contracting, and administrative stakeholders to improve contract management business processes and resolve program issues.
  • Advise requiring activities on acquisition strategies, procurement methods, contract vehicles, and acquisition planning for complex requirements.
  • Assist in developing acquisition and requirements documents, including performance work statements, quality assurance surveillance plans, and independent Government cost estimates for products and services of varying complexity.
  • Schedule and facilitate meetings; prepare and distribute agendas and minutes; and track action items through completion.
  • Prepare documentation in DHA-approved formats and maintain records in designated locations, including SharePoint and Microsoft Teams sites.
  • Serve as a point of contact for program-related inquiries and coordinate communication among diverse stakeholder groups.
  • Support special projects and provide contract management products and services that are timely, accurate, and complete.

Qualifications

Skills and Qualifications: The ideal candidate is an experienced federal contract management professional who communicates clearly, exercises sound judgment, and works effectively with Government and contractor personnel. Specifically, the candidate will demonstrate the following:

  • Strong knowledge of and experience applying Federal Acquisition Regulation Parts 8, 12, 13, 15, 16.505, 19, and 37.
  • Experience supporting COR programs, federal contract administration, acquisition planning, and contract management process improvement.
  • Experience developing requirements and acquisition documents, including performance work statements, quality assurance surveillance plans, and independent Government cost estimates.
  • Proficiency in Microsoft SharePoint and Microsoft Office applications, including Word, Excel, and PowerPoint.
  • Excellent written and verbal communication skills.
  • Strong customer service and interpersonal skills, with the ability to build and maintain effective working relationships.
  • Strong organizational skills and attention to detail.
  • Ability to manage multiple projects simultaneously in a fast-paced environment.
  • Ability to work effectively both independently and as part of a team.

Education and Experience Required:

  • Bachelor's degree from an accredited university in Business or a related field.
  • Five or more years of demonstrated experience in a federal contract management role. Former Federal 1102 series experience is desired.
  • Defense Acquisition Workforce Improvement Act Level II certification in Contracting, Federal Acquisition Certification in Contracting, or an equivalent certification.

Security Requirements: Must be a U.S. citizen and successfully pass the required security background investigation.

Location: Work is performed on-site in San Diego, California. Local hybrid telework may be permitted in accordance with DHA policies and with approval from the Contracting Officer's Representative (COR). This is a full-time position. No travel is anticipated.

Physical Requirements: In addition to the skills and qualifications described above, candidates must, at a minimum, be able to meet the following physical requirements.

  • Ability to lift up to 25 pounds.
  • Ability to use stairs without assistance.
  • Ability to perform repetitive motions with the hands, wrists, and fingers.
  • Ability to engage in and follow audible communications in emergency situations.
  • Ability to sit for prolonged periods at a desk while working on a computer.

The Nakupuna Companies use a market-based compensation strategy to ensure that our employees are compensated within applicable market ranges commensurate with multiple factors, including but not limited to the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability, organizational requirements, and position location. The projected compensation range for this position is $129,000.00 to $150,000.00 (annualized USD). The salary range displayed represents the typical salary range for this position and is just one component of Nakupuna Companies total compensation package for employees.
