The Strategic Planning and Urban Design Manager leads strategic land use, development, infrastructure and urban design outcomes across the municipality, overseeing Planning Scheme amendments and key strategic projects while providing expert advice to Council and stakeholders. The role is responsible for managing the business unit’s people, financial and operational resources and supporting organisational objectives through effective leadership, decision-making and service delivery.

What you’ll be doing:

  • Lead a team of technical professionals, oversee a significant work program, and support individual and team professional and cultural development.
  • Monitor and undertake in-depth analysis of emerging strategic planning and urban design trends, risks and opportunities affecting the municipality, including growth-area planning, and develop strategic responses where established approaches are inadequate.
  • Contribute to (and lead as appropriate) the development of land use, development and infrastructure strategies, policies and guidelines, including Precinct Structure Plans.
  • Lead the preparation of strategic planning and urban design projects, including the assessment and advancement of proponent led amendments.
  • Develop and foster strong working relationships with internal stakeholders, government agencies, adjoining Councils, and other stakeholders with respect to strategic land use planning, development and infrastructure issues.

The skills and experience you’ll bring to the role:

  • Skills in managing and mentoring positions that require tertiary education and utilising resources to achieve desired outcomes, including conducting performance reviews of staff under your management.
  • Highly developed skills in time management, including the ability to set priorities and plan and organise work in order to achieve objectives and goals within given timelines in an environment of fluctuating constraints and demands in the most efficient way possible.
  • Ability to identify stakeholder/customer needs and expectations, decide appropriate action and respond accordingly.
  • Highly developed ability to persuade, influence and negotiate with Councillors, executives, government agencies, tribunals, developers, consultants, community representatives and other stakeholders to achieve strategic objectives, resolve complex or contested matters and represent Council professionally. Ability to lead, motivate and develop other employees.
  • Ability to gain co-operation with Council staff, relevant Government agencies, consultants, property developers, community groups and the general public from diverse backgrounds and cultures.
  • Well-developed oral and written communication skills, including the ability to prepare written reports and correspondence.

Required Certifications & Qualifications

  • Tertiary qualifications in urban and regional planning or related fields.
